Are you a dynamic leader interested in strengthening project portfolio management practices and supporting the alignment of health sector funding with ministry and program specific strategies and priorities? If so, join this role with the Health Services Information and Information Technology Cluster, Public Health I&IT Solutions Branch, where you will support the development, maintenance and modernization of the I+IT solutions for Public Health and associated stakeholders.

Effective April 1, 2024 the salary range for this position is $88,496 to $128,625 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?

In this role, you will:
• Lead the analysis of IT projects, portfolios, program and public health sector funding requirements
• Develop strategies to increase the effectiveness of project implementation, and the alignment of funding with ministry and program specific strategies and priorities
• Provide regular and up-to-date reports to senior management highlighting pressures and mitigation strategies resulting from health system and program-specific performance analyses
• Provide the strategic direction and planning framework for projects undertaken by the Branch
• Lead and coordinate multi-disciplinary teams, cross-functional projects, and/or external contractors, to ensure that goals, deliverables, and deadlines are achieved
• Provide expertise and technical guidance in project management to the branch project team, and day to day oversight, coaching, training and support in the resolution of issues
• Lead the preparation of priority briefings/responses to information requests from the Premier's Office, Cabinet Office, central agencies, Auditor General's Office, Minister, Deputy Minister and senior management on project matters.

How do I qualify?

Technical Knowledge:

• You have knowledge of risk assessment and modern controllership principles, best practices and processes, as well as applicable regulations, guidelines, and standards
• You have knowledge of program management, public health system funding and allocation strategies and government directions for the health system
• You are able to lead the coordination, technical direction and expertise provided across the ministry with respect to health system wide funding and the overall financial plan regarding special projects
• You have an understanding of the funding scenario development, program analysis and funding, strategic project planning and decision making, business and fiscal planning

Communication and Stakeholder Management Skills:

• You have excellent oral and written communication skills to lead in development of, and present briefings, presentations, proposals and submissions, project plans, strategy papers and proposals, and other correspondence
• You have effective presentation and facilitation skills, to provide guidance and training on project management to support informed decision making, funding and best controllership practices
• You have strong consultation and client relationship skills to develop and maintain good working relationships and effective consultation processes and partnerships with ministry managers, and internal and external stakeholders
• You have effective advisory, and facilitation skills to work with ministry senior management and program staff to influence change and decision making with respect to the ministry's overall strategic plan
• You have strong collaboration skills to work with colleagues and stakeholders in addressing multi-faceted issues, and to serve as an advisor to committees and groups requiring strategic project management expertise

Business Knowledge:

• You have an understanding of ministry programs and initiatives, and corporate and ministry strategic directions
• You are able to develop strategies and provide advice and expertise to division senior management related to health system-wide funding and financial plan development
• You have knowledge of business management theories and change management principles
• You can design and implement strategies to lead the development of business processes and best practices to align funding with ministry and program specific priorities

Leadership and Project Management Skills:

• You are able to provide leadership, guidance and supervision to project teams
• You have knowledge of project management principles and methodologies including planning and control techniques, tools, standards and best practices
• You have knowledge of project life cycle methodologies, in order to provide project management expertise in the development, implementation and promotion of sound project management practices, tools and guidelines
• You have excellent organization, planning and coordination skills to plan/prioritize activities, and coordinate information from multiple sources to ensure that tight and conflicting deadlines are met
