Health Data Branch plays a foundational role in data and information management that enables and supports the development and delivery of better programs and services for Ontarians. The branch oversees the central management of the strategic provincial health data assets by guiding how they are accessed, collected, used, safeguarded and shared to support the health system. The branch also plays a strategic and tactical leadership role in operationalizing foundational data management initiatives in support of the ministry's Data & Digital Action Plan.

The Health Data Branch has three (3) opportunities which include:
• Lead, Data & Digital, Data Development Unit (1 position)
• Lead, Data & Digital, Data Maintenance Unit (2 positions)

Data Development Unit provides business analysis, strategic consultation and project management services to define data collection and acquisition requirements in alignment with best practices and data standards and plays a leadership role in branch data management, modernization and process optimization initiatives.

Data Maintenance Unit manages data collections/submissions and provides timely, high-quality data as well as client business and technical support services for health data products related to applications, databases and websites.

About the job

The Data Development Unit and the Data Maintenance Unit are each looking for a strategic lead to advance critical projects under the Data and Digital Portfolio and transform Ministry data collection, acquisition, and management processes for key health data assets in the province.

What you bring to the team


Data and Information Management:

• You have knowledge in data management and stewardship to support a dynamic and evolving healthcare system ;
•You have knowledge of data governance and best practices, end-to-end data lifecycle including collection and acquisition, data quality, metadata and master data management storage, retention and release;
• You have an understanding of data governance policies, standards and procedures to ensure data quality and integrity to support health policy and program decision-making;
• You have knowledge of Information management legislation (e.g., PHIPA, FIPPA, Public Hospitals Act, Fixing Long-Term Care Act) and experience with privacy policy, and privacy impact analysis related to collection, storage, use and disclosure of data and information.
• Knowledge of provincial health system data (e.g., clinical, administrative, statistical and financial data on population health) is beneficial.

Strategic Leadership / Project Management Skills:

• You can provide strategic expertise and leadership for the planning, development, implementation, sustainment and continuous improvement of information management and data management initiatives, processes and portfolios;
• You have demonstrated expertise in senior-level project management and analysis and knowledge of transformational/change management principles and theories;
You can lead the development of business cases, environmental scans, options analysis & recommendations, process optimization initiatives and strategies;
• You have experience leading strategic and tactical management of concurrent projects using various methodologies;
• You can develop project management artifacts including charters, integrated project plans, and RAID logs;
• You can analyze project environments to identify and manage potential risk events and issues, developing and implementing mitigation strategies;
• You have experience planning and leading multi-disciplinary teams;
• You can provide team leadership, direction and guidance to project teams;
• You have excellent judgement and tact to handle highly visible, complex, and sensitive issues.

Communication and Stakeholder Relationship Skills:

• You have excellent oral and written communication skills to provide strategic advice to executive management, and prepare briefings, issue notes, position papers and reports;
• You have the skills to create compelling and visually appealing presentation decks and related products and presentation delivery skills to communicate complex information and concepts to senior management, executives, and stakeholders;
• You have strong stakeholder management skills to lead working groups and facilitate consultations with stakeholders to drive data and digital initiatives;
• You have strong negotiation and consensus-building skills to champion and promote strategies to improve data collection, access and use;
• You have effective partnerships building and influencing skills to develop effective partnerships.
