About the job
In this role, reporting directly to the ADM and directly managing a small but mighty team of senior advisors, you will:
• Act as the primary interface with the Deputy Minister's Office and other executive offices across Cabinet Office and the OPS. You'll be a fully fledged member of the MESI division's management team, providing crucial advice to your peers and senior executives, while making linkages critical to delivery of Cabinet Office programs and initiatives.
• Initiate, design and oversee significant, complex and sensitive projects on behalf of the ADM. Set pace for the division on key strategic priorities, and drive day-to-day management of a high-volume and fast-paced ADMO.
• Provide direct, informed thought partnership to the ADM and translate and convey clear direction for divisional teams. Direct support to the ADM includes managing urgent, high priority and contentious issues, ensuring effective linkages and integration across the organization when formulating and implementing solutions, and reviewing and/or creating high-quality products such as briefing decks, project plans, and leadership communications.
• Direct and oversee the operations of the ADM's office and the division, managing complex corporate reporting, financial delegation for the ADM, cross-divisional human resource and administrative processes.
• Support the ADM in building open and trusting relationships, including by directly championing and managing divisional employee engagement, anti-racism, inclusion & diversity strategies, and providing brave advice & direct investment in the right balance of people & delivery.
What you bring to the team
Strategic Leadership Skills:
• You work effortlessly and strategically with senior executives and colleagues. You have the necessary experience to provide informed guidance and direction to senior staff on operational priorities and strategic directions of the division. You have people-leadership skills to provide direction, mentorship and guidance to staff, both within the ADMO and to managers and executives across the division.
• You can plan and manage initiatives/programs on behalf of the ADM. You can directly manage and resolve urgent issues and sensitive matters, liaising between the Deputy Minister's Office and other divisional and agency offices/branches and central agencies.
• You have experience and demonstrated ability to manage and lead the division's operations, including operational, financial, human resources planning and management and supporting administrative services.
Communication and Relationship Management Skills:
• You can effectively represent the ADM and other members of the senior team in a variety of environments, leveraging your keen insights, superior briefing skill, and political acuity.
• You are a clear and concise communicator and superior relationship manager able to collaborate with senior executives to discuss matters, provide constructive feedback, and influence and negotiate next steps.
• You are a skilled written communicator who can effectively brief executives and develop polished materials including presentation decks, briefing notes and other products.
Analytical Thinking, Research and Problem-Solving Skills:
• You can assess and handle contentious, confidential and sensitive issues, clearly identifying and conveying the nature, significance and complexity of issues.
• You can proactively identify, research, analyze and resolve operational and/or policy issues at the divisional and ministry level. You have experience developing and implementing standards and processes to ensure systems-level delivery and consistency.
• You are able to analyze, formulate and provide strategic advice to divisional executive team with diverse program responsibilities. You are able to handle significant volumes of information and act with autonomy in spaces of ambiguity.
Planning, Coordination and Project Management Skills:
• You can design, coordinate, plan and implement a variety of processes for supporting the ADM and DMO, including monitoring and reporting on initiatives, status of deliverables and outcomes, operations and services. You proactively manage a strategic and operational plan to identify key milestones, and use a variety of tools to keep the team on track.
• You can plan projects, scope work requirements, coordinate with other areas of division, ministry and across ministries.
• You can ensure integration and coordination with other offices and program areas when formulating a response to various issues and requests for action. You are able to identify appropriate junctures and methods to bring people together to drive forward initiatives or address issues.
