NOTE: Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

We are looking for two (2) experienced individuals with a drive to improve how public service is delivered. One will work in our Lean and Continuous Improvement Office to lead the delivery of Lean and continuous improvement efforts across the ministry working, while the other will work in our Program Evaluation Unit in leading priority program review and evaluation initiatives. As a member of a dynamic and diverse team, you will work directly with leadership teams across the Ministry of Transportation to analyze and execute business and program improvement initiatives in alignment with key strategic objectives and priorities.

Organizational Effectiveness Branch
Organizational Effectiveness Branch is committed to driving impactful change within the Ministry of Transportation, with a focus on improved delivery of the ministry's core mandates.

Lean and Continuous Improvement Office
The Lean and Continuous Improvement Office supports the ministry in improving processes and services. Collaborating closely with partners across the ministry, they use proven tools, methodologies, and techniques to drive process improvement outcomes and deliver the best services for Ontarians. Through the application of standardized approaches, such as Lean and Agile, they support the ministry to achieve process efficiencies, service improvements, reduce administrative burden, and generate significant improvement for Ontarians.

Program Evaluation Unit
The Program Evaluation Unit works collaboratively with partners across the ministry to objectively review and evaluate identified ministry programs in alignment with the ministry's strategic priorities and transformation goals. This team evaluates programs in accordance with established guidelines, methodologies and best practices, and identifies areas for potential modernization to inform and support strategic decision-making. This work ensures that ministry programs continue to deliver safe, equitable, efficient, sustainable, user-centric and future-ready transportation services for the people of Ontario.

About the job

As part of a team of change and continuous improvement professionals, you will work collaboratively with divisional partners and senior leadership teams across the ministry to improve, modernize and transform the delivery of critical public transportation programs and services. This is your unique opportunity to contribute to shaping and informing the future of transportation priorities that have a high impact on lives of the people of Ontario.

You will also support ministry transformation goals, including scoping and strategizing problems that need creative solutions, facilitation, optioning, recommendations and change management implementation.

As indicated above, we are looking for two (2) candidates; one (1) for our Lean and Continuous Improvement Office, and one (1) for our Program Evaluation Unit. Both successful candidates will:

• Plan and coordinate multiple business, process and program improvement projects from initiation to completion including developing project charters and plans to communicate objectives, outcomes, shared accountabilities, and timelines;
• Utilizing strategic planning principles, develop engaging and highly visual products, plan and lead workshops and discussions with senior leaders and ministry executives in delivering on planned initiatives;
• Organize, lead and/or facilitate meetings, workshops and working groups with program area staff and/or subject matter experts to collaborate on defining problems, collecting data, identifying root causes, designing solutions, and gathering insights and input in general;
• Develop change management plans with program area clients and partners to support the implementation of process and program improvements, and
• Develop approaches for measuring performance, including key indicators (KPIs) to help program areas monitor the effectiveness of these planned improvements.

The successful candidate for the Lean practice will also:

• Use proven and standard Lean and Agile approaches and techniques in applying the methodology to conduct detailed process analysis to identify inefficiencies and areas for improvement, and
• Provide coaching and training support to program area staff while managing project delivery and supporting them on their own continuous improvement efforts.

The successful Program Evaluation candidate will also:

• Conduct jurisdictional scans, needs assessments, literature reviews and other relevant research to identify program and service delivery trends, opportunities and best practices;
• Utilize evidence-based decision-making principles, strategies, tools and methodologies to determine program evaluation and review approaches based on the outcomes desired, and
• Review and evaluate identified programs in any area of the Ministry of Transportation from a relevance, sustainability, effectiveness, efficiency and/or implementation lens to help determine opportunities to enhance program delivery;
