If so, consider joining the Ministry of Transportation's Capital Program Delivery Branch as the Manager of Construction Management. We're seeking a creative and strategic individual to lead a team of engineers as they navigate highway construction projects, contract management, and quality control for the Capital Construction Program in Eastern Ontario.

Please note: The salary range for this position is still under review. Any changes to the current salary range, will be retroactive to April 1, 2024.

ABOUT US:

The Transportation Infrastructure Management Division plans, designs, procures and oversees construction of the Capital Construction program for the Ministry's provincial transportation network. We partner with Operations Division to deliver a consistent, high quality, and cost-effective construction, maintenance, and operations programs for Provincial transportation assets.

The Capital Program Delivery Branch is a distributed Province-wide team that provides functional leadership and management of the provincial highways capital construction program including the core functions of contract oversight and construction management through consultants and in-house staff, quality assurance, payment processing for work completed and other financial management, contract claims administration, and the construction audit function. We deliver high quality transportation infrastructure through the use of traditional and alternative contract delivery models.

What you bring to the team


Mandatory:

• You must be licensed by Professional Engineers Ontario (PEO).

Strategic Leadership Skills:

• Passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of succession planning, talent management, organization and job design.
• Understanding of strategic corporate directions, multi-year business and results based planning processes.
• Experience managing a technical team delivering results.
• Expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
• Demonstrated skills in managing financial budgets and human resources, including labour relations issues.

Program Management Skills:

• Knowledge and expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
• Advanced knowledge of standards and policy development and the ministry's decision making process.
• Accountable for engineering resource management of all capital construction programs.
• Ability to coordinate programs, activities, schedules and allocation of resources within the
region; and participate in the development of related construction and operational policies, procedures and standards.

Technical Expertise:

• Advanced knowledge of civil engineering theories, principles, legislation, regulations and technology; highway construction, maintenance, traffic operations, contract delivery, and contract management/oversight.
• Knowledge of and experience in contract management practices, contract negotiations, and various contract delivery models to effectively manage multiple complex construction projects and stakeholders in contract delivery.
• Knowledge of capital planning, design and transportation asset management to provide support and leadership to Capital programs.
• Ability to apply relevant legislation and regulations and/or investigations processes and techniques for program delivery to oversee the monitoring of activities for adherence and compliance to the Act and regulations.

Communication and Stakeholder Relationship Management Skills:

• Proven ability to work effectively and contribute positively as a member of local and provincial teams with an enterprise wide approach.
• Experience building strong relationships in a construction contracts environment.
• Proven communication, conflict management and interpersonal skills to establish and maintain professional working relationships.
• Ability to prepare or oversee the preparation of related briefing material, ministerial correspondence, House Notes, financial studies, and reports.
