Effective April 1, 2024, the salary range for this position is $76,231 to $109,842 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the job

You will:
• coordinate, oversee, and monitor financial policies, tools, systems and procedures that enhance the efficiency and effectiveness of the ministry's financial reporting
• provide guidelines, support and advice to branch directors and program managers
• develop and deliver training material/presentations to ministry clients regarding ministry and central agency accounting/reporting requirements
• advise management on public sector accounting and reporting requirements and accountability, and oversee compliance with government directives/standards
• manage financial reports and provide recommendations to ensure spending within budget allocation and investigate variances
• develop and implement financial reporting formats/dashboards, tools and data analysis techniques using a variety of software such as Excel, IFIS, and OBIEE
• provide strategies to branch management to ensure expenditures are managed and programs do not exceed their legal spending authority and address program areas exceeding their appropriation
• report on the Certificate of Assurance process through the documentation of the flowchart, narrative and risk control matrix
• liaise with auditors to provide the required evidence/documentation/analysis in a timely fashion
• advise and prepare the necessary and appropriate accounting entries

What you bring to the team


Accounting and Financial Reporting Skills:

• you have/can gain knowledge of government financial management, including capital accounting knowledge, accounting and reporting principles, policies and practices, including Generally Accepted Accounting Principles (GAAP), and Public Sector Accounting Board standards (PSAB) and can make recommendations to comply with OPS accounting policies, guidelines and directives
• you have knowledge of performance measurement and financial and management processes
• you have/can gain knowledge of ministry programs and organizational structures, to develop reporting structures that meet all requirements and ensure full and accurate financial reporting for the ministry
• you can identify the impact of financial reporting on ministry financial and program management and can identify/recommend solutions to areas of risk, taking into consideration the organization's risk appetite and how those risks can be mitigated
• you can analyze clients' financial performance, monitor trends, and alert senior management regarding financial trends, risks, pressures and opportunities concerning accounting and reporting

Other technical skills:

• you can support the design of business processes, systems, and reporting mechanisms to facilitate the development, implementation and utilization of financial information in support of the expenditure and appropriation processes, including the automation and enhanced information management systems.
• you can prepare training materials to advise clients of central agency/ministry financial policies and procedures, changes to the financial system and the impact of corporate initiatives

Communication skills:

• you have effective oral, written, and persuasive communication skills to consult with/guide others on financial issues and processes, make presentations to clients as well as prepare/present briefing notes, business cases, financial reports/data to senior management and central agencies
• you can prepare internal communications on the impacts and implications, including recommendations, regarding the government's financial reporting and applicable directives
• you can create reports for central agency reporting, and financial statements for internal reporting, including financial, non-financial, and strategic analysis and perform assessments

Interpersonal and stakeholder relationship skills:

• you can use your interpersonal and negotiating skills to influence corrective action, to advise on risk assessment strategies and processes, and to recommend action in response to audits
• you have advisory, stakeholder management, collaboration and consulting skills to provide accounting and financial reporting advisory services to program areas and to present recommendations to management
• you can liaise with key internal and external stakeholders to discuss and participate in financial management activities and provide financial advice
• you can participate in multidisciplinary financial projects within the branch/division/ministry, to provide analyses, evaluations and reports and provide input into government-wide financial policies
