Effective April 1, 2024, the salary range for this position is $76,231 to $109,842 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

Service Ontario's Business Experience and Innovation Branch in the Business Experience and Registries Division focuses on the delivery of seamless, integrated and consistent services for Ontario business users through modernization and transformational initiatives. The Business Management unit leads the business planning activities, ensures compliance with financial and HR policies, and provides strategic financial management support. We are seeking an experienced finance professional who has exceptional leadership and project management skills and knowledge in the areas of finance and accounting, budget allocation, and contract management.

About the job

In this role, you will:
• Establish processes and frameworks to ensure that ministry and corporate requirements for the planning and financial reporting cycles are met
• Maintain the branch forecast and variances with the branch budget
• Maintain and track the branch's full-time equivalents
•Track and reconcile actual expenses with budget/forecast, and escalate variances to the unit manager
•Follow up with different partners to collect financial input to produce month-end financial reports
•Prepare and get approval on journals to and from partners
•Ensure costs are captured correctly across capital and operating expense accounts
• Assess business implications and provide strategic advice on financial issues for the various branch initiatives
• Develop and recommend solutions for complex financial issues and provide advice and support to programs on budget planning, forecasting and reporting requirements
• Contribute to business plans by preparing or providing input for briefing notes, presentations, requests for funding, Treasury Board Submissions and report backs

What you bring to the team

Technical Knowledge

• You have knowledge of project accounting for large capital projects.
• You have demonstrated knowledge of financial processes, procedures and standards.
• You can use large-scale financial systems and databases to set up procurements, update monthly forecasts and produce financial reports.
•You can produce financial reports for multi-year multi-million dollar projects.
•You have demonstrated knowledge of budgeting, financial analysis and forecasting.
• You have demonstrated knowledge of accounting principles and financial management to conduct reviews and develop/implement reporting requirements.

Analytical, Problem Solving and Organizational Skills

• You have analytical skills and experience conducting financial analysis and risk assessments to identify contentious issues, determine trends and make recommendations to senior management.
• You can assess clients' fiscal and operational needs, estimate costs, and monitor financial performance and productivity to advise on an appropriate course of action.
• You have organizational skills to support business planning and in-year financial management activities, initiatives and projects.
• You can respond to frequent changes in work demands and adjust priorities to meet timelines.

Relationship Management Skills

• You have proven relationship management skills to convince stakeholders to accept an alternative response to an issue.
• You have collaboration and interpersonal skills to work with team members and all levels of management to consult and provide advice on difficult financial issues.
• You have demonstrated consultation skills to participate in or lead consultations with clients who may not have a clear understanding of ministry policies/requirements.

Communication Skills

• You have oral and written communication skills to prepare and present reports, submissions and business cases to senior management as well as provide advice to internal and external clients and stakeholders.
• You have presentation skills to provide clear and articulate explanations on complex financial issues.

Computer Skills:

• You are proficient with desktop applications and financial management/reporting systems in order to analyze/present reports and identify opportunities to implement technology to streamline work processes.
