Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the job

You will:

• lead and conduct property assessment and tax policy research and analysis
• provide critical analysis of the property assessment and tax impact of policy options
• develop and provide strategic advice and legislative options
• prepare briefing notes and present policy advice to senior management
• design, interpret and analyze legislation and regulations
• prepare and present written and oral communications for internal and external audiences
• lead and participate in stakeholder consultations and support ongoing stakeholder relationships

Note: The successful candidate will be working with property tax and assessment regulations, legislation and policy, and will have an opportunity to learn on the job. While pre-existing knowledge of property tax policy is not necessary to be successful in this competition, prior tax policy or public finance experience combined with strong data modelling skills, including proficiency in Excel and SQL, will help you to integrate faster into the unit and support policy development activities.

• You can critically analyze factual information, policy concepts and statistical data, summarize information and solve problems in order to provide strategic policy advice and prepare clear, concise reports on this information
• You have experience developing and leading work on policy options, conducting research, and interpreting complex information
• You have experience with sophisticated economic analysis and data modelling in support of strategic policy options
• You demonstrate political acuity and have the ability to identify potential stakeholder concerns

Technical Expertise:

• You have experience in interpreting legislation and regulations
• You understand government decision-making, policy development and legislative processes

Communication and Interpersonal Skills:

• You are able to prepare and present briefing notes that translate complex issues into clear, concise written presentations to support decision-making
• You can work both independently and as part of a team, as well as successfully take on leadership roles
• You can establish and maintain effective working relationships with colleagues, senior management, and stakeholders
• You have negotiation, consultation and stakeholder management skills

Organizational Skills:

• You can plan and carry out projects and consistently meet deadlines
• You are able to manage multiple complex issues
• You can work with minimal supervision
