The Labour and Transportation Information and Information Technology (I&IT) Cluster is currently seeking a Senior Manager to join the Ministry Engagement and Advisory Branch.

About the cluster and the branch

The Labour and Transportation I&IT Cluster provides leadership in the planning and deployment of information technology for the Ministries of Transportation (MTO) and the Ministry of Labour, Immigration, Training and Skills Development (MLITSD). The Labour and Transportation I&IT Cluster enables the delivery of Ministries' programs and services, support the generation of new business opportunities, and builds on key elements of the Government I&IT infrastructure.

Ministry Engagement and Advisory Branch (MEAB) is accountable for the overall client experience and supports the MTO and MLITSD, and their agencies, boards and commissions through consistent engagement and Information Technology (IT) advice. As a strategic partner, the branch partners with ministry clients and applies extensive domain knowledge to provide IT leadership and advice.

As a Senior Manager at the Labour and Transportation I&IT Cluster, your responsibilities will include:

• Building and leading a team of information technology professionals, client relations, and business analysts responsible for business information services, including business solutions, infrastructure, architecture, information management, and project delivery.
• Leading business relationship management and developing a client-focused organization that identifies areas for improvement in I&IT, I&IT investment planning and business process alignment.
• Developing financial, strategic and operational frameworks to ensure quality client service, continuous improvement, and optimization of business practices and digital services while ensuring the costing competitiveness of services and providers.
• Providing leadership and support for digital transformation strategies, including market research to identify and evaluate innovative technology trends and productivity tools/methods.
• Participating in senior-level management planning, issues management, performance and quality assurance initiatives, reviews, and handling employee relations matters, including managing and controlling budgets, information resources, and assets.
• Ensuring overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines, and commitments related to programs and services, and analyzing and evaluating the key technical, financial, and business impacts of proposed projects on other areas, ministries, and industries, including preparing reports with recommendations for effective client/executive management decision-making.

• Proven leadership experience to inspire, engage, motivate, develop, and mentor professional staff to achieve results on high-profile initiatives.
• Demonstrated success in strategic leadership to foster an environment of continuous improvement, creativity, and excellence.
• Collaborative leadership incorporating the principles of inclusion and diversity across all elements of your management style.
• Knowledge of human resources theories, principles, and practices to lead talent management/succession planning activities and uphold performance standards.

Technical expertise and knowledge

• Proven ability to assess operational policy and standards gaps, develop, and implement technology-related policies, guidelines, and standards, ensuring alignment with strategic objectives and government directives.
• Experience with business modeling and problem-solving approaches, providing business and technical expertise to direct staff in the resolution of problems and technical challenges.
• Knowledge of business systems analysis, design, implementation, and testing in a multi-platform environment.
• Ability to acquire knowledge of government I&IT directives and strategies, approvals processes for decision-making.

Project development and management skills

• Proven experience in leading teams and managing complex information technology projects through a balanced team approach.
• Knowledge of project management principles, techniques, and processes in a systems environment.
• Expertise in planning, organizing, and managing multiple complex projects, with a proven track record of successful project completion within established deadlines and budget allotments.
• Ability to acquire knowledge of government/ministry information technology standards, strategies, methods, applications, networks, and data/system security procedures, including general knowledge of financial and procurement policies and processes.

Client relationship management and communication skills

• Sound knowledge of client operations and requirements, as well as related information technology solutions.
• Ability to negotiate and manage underpinning agreements between technology vendors and service providers to ensure end-to-end support that meets business needs.
• Excellent interpersonal and consulting skills to provide advice and gain consensus with clients on project approach.
• Ability to effectively manage expectations and influence others to find business-oriented and collaborative solutions for complex issues.
• Strong communication and presentation skills to provide technical advice to senior management, clients, staff, and stakeholders.
