About the job
In this role, you will:
• conduct consultations, provide subject matter expertise, and make recommendations on a variety of highway construction and contract administration issues
• develop and review construction contract administration specifications and policies
• represent the ministry as a member of various technical committees and working groups
• undertake special projects and research for new initiatives in highway construction and contract administration
• make recommendations and develop new acceptance protocols, parameters and performance requirements for engineering products
• develop and sustain effective working relationships with internal and external stakeholders
NOTE: The location of the vacancy is at 301 St Paul St, St Catharines. However, pending the results of the competition, consideration will be given to the successful candidate(s) to allow him/her to work out of a MTO Head Office, Regional or Branch/District Office (location will be based on the successful candidate's current home or work address and operational needs).

What you bring to the team
Mandatory requirements
• You are a professional Engineer, licensed with Professional Engineers Ontario (PEO).
Technical and Contract Management Knowledge and Skills:
• You have knowledge of theories and practices related to highway construction operations, including contract administration, roadwork, structures, drainage, survey and layout, measurement for payment, public safety, civil engineering principles, etc.
• You have knowledge of contract law/principles and terminology to conduct consultation, provide subject matter expertise and make technical recommendations to resolve contractor performance issues.
• You have knowledge of highway construction best practices to develop and review construction contract administration specifications and policies and make technically authoritative recommendations that appropriately manage the ministry's risk.
Analytical, Evaluation and Problem-Solving Skills
• You are able to develop valid new acceptance protocols and parameter
• You can anticipate, recognize and identify problems concerning highway construction work, contract administration
• You are able to analyze a variety of qualitative and quantitative data
Communication, Relationship Management, Leadership and Organizational Skills:
• You have relationship management and communication skills to develop and maintain effective networks and relationships with members of the public, senior officials of other ministries and governments
• You can maintain relationships with industrial organizations, construction contractors and consulting engineers
• You have written communication skills to prepare clear and concise correspondence, contract administration policies, specifications, standards and reports
• You are able to set priorities, provide technical guidance, monitor and report progress
• You are able to plan, prioritize, review for quality assurance, multitask and conduct concurrent projects and assignments that deliver timely and quality results.
