About the job

In this role you will:
  • In this role you will:
  • Lead regional and corporate initiatives to ensure a safe and healthy work environment for all employees
  • Lead the planning and delivery of regional programs and technical services related to operational process safety, control and legislative/regulatory compliance and ensure that OCWA achieves its contractual technical service obligations to clients
  • Lead the design, development, implementation and review of safety, process control and compliance systems, processes, best practices, and quality standards, and provide related advice and guidance to regional management and clients
  • Provide effective leadership/management of a regional team of specialized technical staff
  • Lead/manage compliance programs to monitor and ensure that OCWA and client water and waste water treatment facilities meet requirements and standards of government regulatory ministries and agencies and to ensure that facility staff are properly licensed and adhere to established operational procedures
  • Act as champion and leader of the OCWA safety program, policies, audits and enforcement
  • Lead and manage our client's Drinking Water Quality Management System as the Quality Management Representative
  • Lead and manage our client's ISO14001 Environmental Management Programs as the Environmental Management Representative
  • Lead and manage our client's ISO45001 Health and Safety Programs to be implemented in the future
  • Lead the monitoring, review, audit and inspection of operational systems and processes, and the identification/resolution of operational, safety and compliance issues
  • Lead the development and implementation of technical operational procedural manuals, safety programs emergency plans, contingency plans and related staff training programs
  • Represent OCWA in the effective management of valued business relationships with regional clients to provide safety, process control and compliance advice and expertise
  • Participate as a member of the Regional Management Team and actively contribute to the development and evaluation of client service objectives, business plans, performance measures, and issues management strategies

What you bring to the team

Technical and Legislative Knowledge, Expertise and Qualifications:

  • You have technical qualifications as a Licensed Water Treatment, Wastewater Treatment, Water Distribution, and/or Waste Water Collection Operator under the Ministry of the Environment regulations
  • Advanced technical knowledge of the theories, principles and practices related to water and wastewater collection, treatment and distribution systems, operations and processes
  • Knowledge of the interpretation and application of relevant legislation and regulations (e.g. Occupational Health and Safety Act, Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health and Safety Act), and related codes, guidelines, best practices and standards
  • Knowledge of the Drinking Water Quality Management Systems and ISO14001 Environmental Management Programs and Systems
  • Knowledge of water and wastewater treatment safety and operational monitoring, audit and investigation principles and methods
  • Knowledge of the water and wastewater industry in Ontario including current and emerging technologies trends, issues and developments

Leadership, Operational Management, Business Development:

  • Proven leadership and operational management skills to lead and manage the day-to-day coordination and control of process and compliance technical services related to the operation of large complex water and waste water treatment facilities, plants and systems
  • You have demonstrated leadership experience to develop, manage and mentor a team of specialized technical services for optimal performance and delivery of results and alignment with organization objectives.
  • Knowledge of business development principles, practices and methods to contribute to strategies for regional business growth and development initiatives in the delivery of technical services to new and current clients
  • You have experience developing and overseeing strategic plans, policy and program initiatives.
  • You have demonstrated skills in developing, building and leading organizational capacity through inclusive, positive, and values-based leadership.
  • Required to travel within the Region as required.

Relationship Management, Communication, Consultation and Marketing Skills:

  • Demonstrated relationship management skills to establish and manage relationships with current and potential regional clients
  • Verbal communication and consultation skills to provide advice and expertise to clients on legislative/regulatory compliance requirements and to resolve operational and safety issues
  • Advisory skills to provide briefings and recommendations to regional/OCWA management and clients on safety, process control and compliance plans, issues and solutions
  • Written communication skills to produce business plans, analytical documents, reports, briefings, and correspondence
  • Marketing skills to promote OCWA technical services to potential municipalities and industries in the region

Analytical, Risk Management, and Project Management skills:

  • Excellent analytical skills to identify, assess and evaluate operational process compliance issues and gaps, safety risks, process optimization opportunities, and compliance service options/strategies to meet client needs
  • Analytical skills to assess and evaluate the quality and effectiveness of regional safety, process control and compliance technical programs and services, and to determine/implement service improvement strategies
  • Proven project management skills to plan, lead and manage regional compliance projects and to lead the implementation of new/revised regional safety, process and compliance policies, processes, systems and standards
