The Ontario Provincial Police (OPP) is one of North America's largest deployed police services with more than 5,800 uniformed officers, 2,400 civilian employees and 830 Auxiliary officers. People Operations Section provides executive leadership and direction in human resources strategies and workforce development to meet the bureau business plan, and OPP strategic direction and goals. People Operations section includes: Abilities Management, Workplace Safety & Claims Administration, People and Business Strategy, Talent Services and Workforce Analytics and Labour Relations.

People and Business Strategy team serve as trusted advisors and manager's first point of contact to provide strategic, proactive, people-centric advice and support in a variety of areas including organizational design, job evaluation and classification, change management, employee engagement, performance management and employee relations matters.

Labour Relations supports the organization in developing, and promoting strategies and practices related to collective agreements and labour matter which optimize the decision making of managers and senior command. Our team provides guidance which strikes a balance between pragmatic and people-centered decision making, and strives to foster relationships founded on trust, cooperation, and shared goals. We work closely with the Association to develop resolutions for conflicts, concerns, and complex issues.

Salary Note: Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

About the job

Working as an Advisor to managers and senior leaders, you will:

• Provide HR advice and expertise, strategic planning and project management services in the areas of strategic labour relations, talent and performance management, workforce and human capital planning and strategies, organizational capacity and engagement and organizational health, safety and wellness.
• Lead OPP projects and HR initiatives, developing strategies and processes to implement, assess and recalibrate to meet client needs.
• Develop, monitor and evaluate human resources impacts associated with achieving OPP business plans.

What you bring to the team

Mandatory requirements

• Ability to pass an OPP background/ security investigation.

Human Resources Knowledge and Advisor Experience

• You have experience providing strategic and tactical labour relations and HR business advice, management services and supports to Senior Management.
• You have demonstrated experience advising on staffing, business transformation, talent and performance management, workforce and human capital planning and strategies, and organizational capacity and engagement.
• You have knowledge to provide strategic advice, expertise, and develop recommendations, strategies and action plans to meet business needs.
• You can interpret and apply human resources policies, directives and guidelines, collective agreements and related legislation.

Analytical Skills

• You can identify and assess, develop, monitor and evaluate overall business impacts and risk management strategies associated with achieving ministry business plans.
• You apply conceptual and analytical skills to identify and assess business requirements and complex and/or contentious strategic, policy, and business issues.
• You can research, review and analyze various human resources management issues, trends, problems, systemic issues, and policy/process concerns.
• You can support operational and policy implications for unit's work and collaborate with the HR team to formulate solutions and approaches to management.
• You demonstrate political acuity to recognize and consider sensitive political situations and develop appropriate responses for clients.

Planning and Organizational Skills

• You can develop and recommend changes in organizational capacities and competencies, restructuring and organizational and business changes.
• You can plan and manage projects focused on change and enhancement of current HR practices in a business context, having organizational impact.
• You participate in the client business planning processes by assessing workforce and workplace implications related to human resources needs.

Relationship Management and Communication Skills

• You can initiate and develop internal and external partnerships, for the development of an inclusive approach to program development and implementation.
• You can develop and maintain effective business partnerships and communication lines with senior executives.
• You have demonstrated consultative, interpersonal and communication skills.
• You can advise on and influence complex and/or contentious organization and HR issues.
• You can develop communication strategies for managers and staff to communicate HR program directions, policies and initiatives.
