Do you have superior technical cloud computing skills and are interested to learn and work on exciting modern cloud-based technology? Are you interested in a dynamic opportunity to modernize government services and support government transformation? If so, bring your knowledge and advanced AWS cloud knowledge and experience to the Government Service Integration Cluster (GSIC). You will create digital products on Amazon Cloud, that will change the way the public interacts with the government. You will be part of a multi-disciplinary team that drives digital transformation, for the citizens of Ontario. The ideal candidates should have hands-on experience designing, building, delivering, and supporting cloud platforms.

As I&IT lead technology specialist in the GSIC, you will design, build and support cloud environments and cloud based applications, specifically on Amazon Connect contact centre solution and ecosystem. You will work closely with Amazon connect developers and DevOps Engineers to create digital products on Amazon Cloud, that will change the way the public interacts with the government. You will be part of a multi-disciplinary team that drives digital transformation, exploring new technology trends that continue to redefine IT, business and the way we service for the citizens of Ontario. Working with a high-impact team, you will be constantly challenged with learning new technologies and techniques through research, experimentation, and collaborating with other colleagues. The ideal candidates should have hands-on experience designing, building, delivering on, and supporting AWS cloud platforms.

In the role of I&IT Lead Technology Specialist, you will:
• Lead high performing technical teams in the planning, design, development, and deployment of modern solutions in a fast paced environment
• You will be part of an agile, multi-disciplinary team in the Digital Enterprise Engagement Practice
• You will be responsible for providing authoritative technical leadership and expertise to oversee the design, development, deployment and on-going sustainment of high-profile I&IT platforms supporting significant government business lines
• You will have a unique opportunity to enable digital products and services using Amazon Connect contact centre as a service technology improving an Ontarian's day-to-day government experience

What you bring to the team


Technical Knowledge:

You can:
• demonstrate knowledge of Platform Development, Implementation and Management authoritative expert technical leadership to the design and development of major complex enterprise system platform including setting technical direction, developing plans, standards, and providing technical oversight
• demonstrate expertise in one of the leading cloud platforms such as AWS or Azure
• demonstrate expertise in integration using API and API management
• oversee the full design and integration to ensure that the platforms deliver the program capability they are designed for, with high volumes of public access and high levels of risk if the platforms fail; and to ensure that the systems solutions also satisfy Cluster and enterprise policies and standards
• oversee the development and application of application tools and methodologies, research and development, application architecture, integration, analysis, design, construction, unit/system/end-to-end (E2E) performance, testing and security
• optimize available technical resources, through activities such as identification and development of reusable components; integration with other Services, applications/common components; the use of common utilities/services, etc.
• lead the development and implementation of performance measures and metrics, problem resolution protocols and contingency plans
• identify new technologies and approaches to further develop and sustain the operational quality and life of the platforms over time
• represent the cluster and provide authoritative expertise for the development and implementation of processes (e.g. EOI, RFI, RFP) for the acquisition of complex I&IT business solutions and external resources
• provide authoritative direction, leadership and technical guidance to staff and external service providers on multiple concurrent systems platform development, delivery and support projects
• provide ongoing technical expertise to the evaluation, maintenance and sustainability of major systems platforms

Analytical & Problem Solving Skills:

You have the knowledge and ability to:
• utilize risk management principles and best practices to anticipate and understand the potential for risk in system failure/critical incidents
• develop risk management strategies and protocols to mitigate and minimize risk
• interpret and apply knowledge of OPS/Cluster/Ministry I&IT strategies, plans, operational and service delivery policies, directives, best practices and standards
• develop performance measures for project evaluation, assessing and/or developing contingency plans for problem resolution situations
• assess ongoing system platform performance, identify necessary changes/improvements, and oversee implementation to sustain platform performance
• assess and resolve critical incidents and develop protocols for dealing with/avoiding future incidents
• lead cross functional teams with business and IT stake holder to design and improve new and existing solutions
• apply industry cloud and security standards and best practices to your work that can be adopted by others
• implement software engineering practices for full software development life cycles (SDLC), including coding standards, code reviews, source code management, build processes, and testing
• apply knowledge of common authentication technologies, security controls, and standard application security tools

Technical Leadership and Project Management Skills:

You have:
• knowledge of systems/platform architecture, design, development, deployment and integration principles, practices and technology, in order to oversee the design and development of complex highly integrated systems platforms designed to support major government program and priorities, to ensure that platforms deliver the required capability, robustness, and sustainability over time; and to provide authoritative advice to all stakeholders throughout the full life cycle of multiple systems platforms
• the ability to analyze designs and determine coding, programming, and integration activities to identify issues and provide solutions
• the ability to work in an established environment, balancing the need to address technical debt with new enhancements through continuous iterations
• the ability to work with partners to establish relationships with their teams
• knowledge and the ability to provide technical leadership and guidance to systems development teams at all levels of the process (planning, design, development, deployment, quality assurance, supporting integrated applications)
• demonstrated the ability to develop and maintain system design models, technical documentation and specifications and experience in setting up environments and mechanism using tools such as JIRA, Confluence, Maven and Jenkins or similar tools
• the ability to use software development and delivery track record in a range of technical roles
• knowledge of Cloud based applications and services including but not limited to AWS cloud using AWS Services
• knowledge of Amazon Connect cloud-based contact center solution and services is an asset
• You have project management and change management skills to concurrently manage multiple large-scale projects
• You have the ability to plan, estimate, budget, schedule, measure, monitor and control large-scale systems development projects
• knowledge of contract management and procurement enable you to estimate resources and oversee resources for the acquisition of business solutions and project resources

Communication, Relationship Building and Consultation Skills:

You have:
• Advisory skills to provide authoritative and persuasive technical advice
• Interpersonal and stakeholder relations skills to maintain effective internal and multi-jurisdictional client relationships
• Oral and written communication skills to prepare and present complex technical information and recommendations to non- technical audiences (e.g. senior management, clients, stakeholders)
