Are you passionate about taxation and using your expertise to make a difference in Ontario? We are seeking a highly motivated, results-oriented individual looking to expand their career and showcase their knowledge of tax legislation and design. We are looking for you to join our team in the Corporate Tax Design Unit.

The Design Unit ensures that the policy aim is reflected in provincial tax legislation including the Income Tax Act (Ontario), Taxation Act, the Corporations Tax Act, the Electricity Act, Mining Tax Act, and other relevant legislation.

Responsibilities include: identifying opportunities to improve existing legislation and regulation; developing new tax measures in partnership with the Policy unit by identifying, analysing and designing legislative options that achieve policy and administrative objectives; improving the effectiveness of the legislation to facilitate the administration of Ontario's corporate tax systems; liaising with federal and provincial tax authorities; and, consulting with stakeholders and responding to enquiries from the public and media on matters relating to the design of tax legislation and regulation.

About the job

As a key member of the team you will:

• provide technical advice and analysis on the design of corporate tax legislation
• develop briefing materials, issue notes and budget papers
• prepare detailed policy and design options, analysis and recommendations for legislative provisions
• work with legal services to ensure legislation and regulations support policy intent
• liaise with other ministries, federal and other provincial governments, and tax professionals on tax design and legislative issues

What you bring to the team

Legislative Knowledge

You have:
• demonstrated technical knowledge and experience with tax legislation and administrative practices
• knowledge of government structure, policy and legislative decision-making processes and an understanding of related legislation of other jurisdictions
• the ability to translate policy into legislation and regulations and draft legal specifications for corporate tax measures to ensure that legislation and regulations support policy intent

Communication, Presentation and Interpersonal Skills

You have:
• proven ability to work in a team-based environment that requires a collaborate approach to addressing technical tax issues
• demonstrated written and oral communication skills
• experience with preparing and presenting clear and concise briefing material for complex tax issues at a level appropriate for the audience
• proven interpersonal skills and have experience building and maintaining working relationships with various stakeholders and staff at all levels in a professional and collegial manner
• ability to be diplomatic and negotiate effectively

Analytical, Problem Solving and Research Skills

You have:
• demonstrated judgement and experience identifying issues and recommending solutions
• knowledge and experience using research and analysis methodologies and principles to identify issues based on findings regarding case law, tax legislation, regulations and administrative documents
• demonstrated ability to assess the effectiveness of policies and legislation against Ministry mandates and strategic direction
• experience related to interpreting and applying relevant policy, procedures and legislation and can develop policy and design options

Project Management and Organizational Skills

You have:
• project management and leadership skills to support legislative design and/or policy projects
• proven organizational skills to work within deadlines and manage competing priorities
