The Workforce Optimization Unit within IT Source is seeking a Business Transformation Consultant to provide project leadership and coordination for the research, design, development, implementation and delivery of policies, programs, processes, procedures and products to support and promote the objectives of the IT Source Branch. An integral component of this job is to strengthen the competencies of the branch's diverse workforce in alignment with the overall strategic direction of the Information and Information Technology (I&IT) community and related business areas across the Ontario Public Service (OPS).
Note: This position is located at 33 King Street West Oshawa and/or 222 Jarvis Street, Toronto; however, alternate work arrangements including flexible hours, hybrid remote work, and compressed work week may be available

About the job
In this role you will:
• Contribute to the development and implementation of the branch learning strategy and policy framework for employee and management development.
• Lead the design and delivery of the learning approach for the implementation and rollout of learning solutions and resources to various stakeholders and user groups.
• Develop, build and coordinate linkages, networks and relationships between the unit and clients, stakeholders and service providers.
• Contribute to the development and establishment of a program performance management framework and performance evaluation, measurement and reporting systems and business processes.
• Provide project leadership and management for the development and implementation of branch learning and development programs/policies and related procedures, processes, systems and tools.
What you bring to the team
Technical Skills:
• You have knowledge of I&IT business concepts, principles and emerging trends in the I&IT business environment.
• You have knowledge of learning and development program/policy theory, principles, business practices, methods and tools to provide project leadership for the design and development of branch learning and development program solutions.
• You have an ability to acquire knowledge of the ministry/branch mandate, legislative authority, objectives, operations, programs and services to provide expert consultation services to program/senior management and executives and to address evolving, complex and/or diverse needs, impacts and risks.
• You have knowledge of emerging trends in learning and development program models and methods to ensure that branch programs, policies and products are delivered through the use of leading-edge technology and business practices.
Project Management Skills:
• You have knowledge of project management principles and methods including planning, resource and budget scheduling and project control to lead/manage program/policy development projects.

• You have knowledge of performance management principles and methods, key performance indicators, qualitative and quantitative measurement and risk assessment to develop and implement indicators to evaluate effectiveness and results of branch policies, programs and strategies and to recommend improvements.
• You have an ability to assess client's business environment and advise on strategies, programs, policies, methods to ensure staff skill/competency capacity to meet branch business objectives and effectively deliver branch service offerings.
• You have knowledge of learning principles, methods and techniques, and presentation skills to develop and implement learning programs/materials, and to coordinate and/or deliver learning programs.
• You have knowledge of change management principles, methods and techniques to develop change management plans and implement learning programs/materials to maximize employee engagement.
Interpersonal, Influencing and Communications Skills:
• You have relationship management, consultation, oral communication and advisory skills to manage diverse business relationships, lead consultations, provide guidance and advice to clients on solutions and plans, and provide strategic advice/expertise to senior management on branch learning and development solutions to meet branch service delivery objectives and priorities.
• You have consultation, collaboration, negotiation, presentation, and influencing skills to persuasively present positions, generate agreement on branch solutions and recommendations, and resolve issues.
• You have presentation and consultation skills to represent the branch on ministry committees and working groups related to learning and development programs, processes and policy issues.
• You have advisory and presentation skills to provide advice and recommendations to branch and ministry management on branch policy/program plans and issues management solutions.
• You have written communication skills to prepare proposals, reports, policy/position papers, presentations, learning programs/materials, briefing notes and recommendations to senior management.
• You possess oral communication skills to lead client focus groups/analysis, present recommendations/finding and facilitate change management and learning sessions to various client stakeholders.

• You have the ability to lead the development of branch policy/program options, recommendations and solutions that encompass a range of considerations.
