The Marketing and Creative Strategy branch at Cabinet Office is looking for 2 Digital Marketing Advisors to join our Media Buying, Performance and Optimization team. Be a part of this recently formed team and first ever for the government as they fully operationalize and deliver in-house media buying for the Ontario Public Service.

The Marketing and Digital division delivers end-to-end and enterprise-wide marketing and digital services, including creative and paid media strategy and an expanded product ownership role for the government's flagship website Ontario.ca.

 The Marketing and Creative Strategy(MACS) branch in Cabinet Office Communications is a full-service, one-window partner for all marketing and communications needs. The branch offers complete end-to-end service, from marketing support and copywriting, to video, photo and design services, as well as content and web support for social media channels and Ontario.ca.

About the job

As the Digital Marketing Advisor, you will:
- Manage the execution and performance of paid search (SEM), display, video, Digital-out-of-home (DOOH) and paid social advertising campaigns through the full campaign lifecycle, including: research, planning, internal relationship management, in-platform builds, ad-serving, optimization, and measurement reporting
- Consult with internal and external teams to understand campaign goals and measurement needs and provide thoughtful media recommendations
- Evaluate campaign performance to determine how best to meet campaign objectives, uncover insights or opportunities, and interpret metrics for optimizations
- Ensure error-free set up and execution of all digital campaigns by adhering to strong quality assurance processes
- Troubleshoot and resolve technical issues with key partners
- Liaise with internal team members on campaign status and campaign deliverables

What you bring to the team


Media Buying & Platform Expertise:

- You are an experienced 360 digital media buyer with experience buying programmatic display (DV360, Adobe Marketing Cloud, or similar), search (e.g. Google Ads, Microsoft Bing), social media advertising (e.g. Facebook Business Manager, Twitter, LinkedIn) and ad-serving (Campaign Manager, or similar)
- You are able to understand campaign performance data and use the insights to inform optimizations and future campaign testing opportunities and strategies
- You're able to provide platform expertise and recommendations on developing digital marketing strategy to support key government campaigns and marketing initiatives
- You have experience developing new internal processes to support media buying activities
- You're able to provide advice and guidance to other team members on digital marketing platform best practices, set-up, QA, trafficking and opportunities for optimization
- You can provide training, documentation, toolkits on technical components to team and community on digital marketing and in-house digital media buying.

Campaign Coordination & Testing:

- You're able to coordinate campaign set up, trafficking, QA, testing and push to market.
- You can provide tactic, creative, audience and platform testing recommendations and support setup, implementation and evaluation.
- You work to ensure high-quality campaign strategy and execution reach the target audience and hit campaign KPIs
- You're able to work under tight deadlines to ensure all projects can be delivered on time.

Quality Assurance & Evaluation Skills:

- You have an eye for quality assurance and ensure your campaign set up and trafficking is error-free.
- You have a strong ability to troubleshoot campaign performance by investigating ad server bugs, third party discrepancies or under-delivery issues.
- You're able to pull campaign reporting, review delivery insights, evaluate campaign effectiveness and identify areas for optimization.
- You can finalize monthly billing and resolve monthly invoicing inquires.

Interpersonal & Communication Skills:

- You're able to discuss complex concepts, ideas and technical issues with team, management and ministry client.
- You're experienced with mediating and negotiating to achieve consensus with stakeholders regarding campaign requirements
- You can evaluate performance and provide recommendations for optimization and improvement to team and ministry clients.
- You have a strong ability to initiate and nurture effective working relationships with colleagues throughout the ministry, OPS and with external stakeholders
