About the job

You will:
• coordinate, oversee, and monitor financial policies, tools, systems and procedures that enhance the efficiency and effectiveness of the ministry's financial reporting
• provide guidelines, support and advice to branch directors and program managers in the area of financial reporting
• develop and deliver training material to ministry clients regarding ministry and central agency accounting/reporting requirements
• advise ministry management on public sector accounting and reporting requirements and accountability, and oversee compliance with government standards
• manage financial reports and provide recommendations to ensure spending with budget allocation
• develop and implement financial reporting formats, tools and data analysis techniques
• provide strategies to branch management to ensure that expenditures are managed and that programs do not exceed their legal spending authority and address program areas exceeding their appropriation

What you bring to the team

Financial Management, Accounting and Reporting Knowledge

You have:
• knowledge of government financial management, including capital accounting knowledge, accounting and reporting principles, policies and practices, including Generally Accepted Accounting Principles (GAAP), and Public Sector Accounting Board standards (PSAB), and OPS accounting policies and guidelines, normally acquired through professional accounting studies, in order to provide advice, guidance and expertise on financial management, accounting and reporting
• knowledge of performance measurement and financial and management processes
• knowledge of ministry programs and organizational structures, in order to develop reporting structures that meet all requirements, and ensure full and accurate financial reporting for the ministry
• the ability to identify impact of financial reporting on ministry financial and program management and identify/recommend solutions to areas of risk

Analytical and Problem-Solving Skills

You can:
• conduct research and analysis of legislation, complex data, emerging trends and other related matters, to formulate/provide recommendations to management
• assess financial reports from ministry program areas, prepare submission of ministry's consolidated financial statements
• evaluate financial performance, assess cost effectiveness, and advise on accounting requirements for reporting
• assess current accounting and reporting practices and policies for overall effectiveness
• assess the implications of and changes to corporate directives/policies on reporting and public sector accounting standards, and recommend changes
• identify areas of risk and develop mitigation strategies and options and provide input to changes in corporate policies

Communication, Interpersonal and Teamwork Skills

You have:
• effective oral, written, and persuasive communication skills to consult with/guide others on financial issues and processes, make presentations to clients and prepare/present briefing notes, business cases, financial reports/data to senior management and central agencies
• interpersonal and negotiating skills to influence corrective action, to advise on risk assessment strategies and processes, and to recommend action in response to audits
• advisory, stakeholder management, collaboration and consulting skills to provide accounting and financial reporting advisory services to program areas and to present recommendations to management
• teamwork skills to liaise with key internal and external stakeholder groups to discuss and participate in financial management activities, and to provide financial advice
• the ability to participate in multidisciplinary financial projects within the branch/division and ministry, to provide analyses, evaluations and reports
• the ability to input into government-wide financial policies

Technical Skills

You have:
• proficiency with computer financial information systems and reporting software (e.g. IFIS, enterprise system)
• proficiency with standard ministry-approved desktop software (e.g. MS Office, MS SharePoint) to prepare financial information and reports, analyses, financial statements, proposals and other supporting documentation
• the ability to prepare and provide training to ministry clients regarding Treasury Board accounting instructions and impacts in IFIS (such as reporting requirements, accrual accounting, and the correct handling of transfer payments, encumbrances, tangible capital assets, capital leases, etc.)
