Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The AGCO's Strategic Planning, Prioritization, and Corporate Performance branch is seeking a highly skilled and experienced
Senior Advisor, Corporate Performance and Prioritization to join their team. This position will play a key role in developing and implementing corporate performance measurement frameworks, strategies, and processes to assess the agency's activities, operations, and desired outcomes.
We are looking for a highly analytical and detail-oriented professional who brings both technical expertise and strong strategic thinking. The ideal candidate will have experience conducting quantitative, economic, and regulatory-based research, defining organizational performance outcomes, designing evaluation strategies, and developing key performance indicators (KPIs) aligned with corporate objectives.
This role requires a collaborative team player with exceptional interpersonal and communication skills. The successful candidate will work closely with cross-functional teams, stakeholders, and senior leadership to drive continuous improvement, identify trends and opportunities, and effectively report performance outcomes that support informed decision-making and organizational excellence.

Reporting to the Senior Manager, Strategic Planning, the successful candidate will:• Establish a comprehensive strategy to measure the agency's internal and external priorities is foundational to ensuring effective performance evaluation and continuous improvement.
• Develop a standardized framework with consistent processes, standards, and tools is essential for alignment across the agency and for maintaining measurement accuracy and reliability.
• Provide expertise, fostering internal knowledge growth, and ensuring the successful roll-out and adoption of the framework are key to embedding a strong performance measurement culture within the organization.
• Establish meaningful performance indicators in collaboration with business leaders is essential for aligning corporate objectives with measurable outcomes.
• Integrate measurement processes with core business functions ensures that performance insights drive strategic decision-making and resource allocation.
• Develop structured plans with clear objectives, strategies, and assessment approaches ensures continuous improvement and alignment with strategic goals.
• Establish mechanisms that enhance organizational competencies in leveraging data and performance measures supports informed decision-making and prioritization.
• Collect, synthesize, and analyze data to assess the effectiveness of programs ensures continuous improvement and alignment with organizational goals.
• Offer expert guidance influences organizational improvements and helps drive strategic decisions and initiatives across the agency.
What you bring to the team
The ideal candidate will have:
• University degree in one of the following fields: Statistics, Economics, Business Analysis, Business Administration, Public Policy, or relevant experience that develops critical and strategic thinking.
• Advanced knowledge and demonstrated experience (5+ years) in performance measurement, data analytics, and reporting to support evidence-based decision-making.
• Demonstrated experience in developing and implementing performance measurement strategies and frameworks.
• Ability to assess the effectiveness of policies, intervention strategies, and other regulatory activities through a quantitative lens.
• Knowledge of continuous improvement methodologies and approaches (e.g., Lean/Six Sigma, Agile, Human-Centered Design, etc.).
• Strong experience in public-sector program evaluation.
• Excellent communication (both written and verbal), collaboration, and interpersonal skills to prepare and present complex, authoritative analyses.
• Excellent ability to conceptualize, evaluate, and problem-solve. Strategic thinker with sound judgment and sensitivity to issues, and the ability to work with a diverse client group and staff at all levels of the agency.
• Ability to coach staff on techniques and approaches to enhance their understanding of performance, defining and measuring outcomes, and quantitative models.
• Excellent organizational skills with the ability to prioritize work to meet time-sensitive deadlines.
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
