The
Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
The Human Resources Branch is seeking a seasoned and strategic Senior Total Rewards Specialist to lead the design, development and execution of total rewards programs to ensure market competitiveness and alignment with organizational goals. In this role, you will report to the Director, Human Resources and oversee the full spectrum of compensation and benefits programs, including pension plans. In this role, the successful candidate will:
• Actively support the implementation of Total Rewards programs for the organization.
• Work independently and collaboratively with multiple teams across the organization to ensure a seamless transition.
• Act as a compensation subject matter expert (SME).
• Act as trusted partner through compensation discussions with People Leaders throughout the organization.
• Support the deployment and execution of the annual compensation and market review process.
• Ongoing execution of compensation, pension, and benefits plans administration, ensuring a smooth stakeholder experience and compliance with relevant legislation and plan provisions.
• Develop policies and procedures for the effective administration of compensation, benefits, pension, and other total rewards programs to align with organizational goals and regulatory requirements.
• Research external trends and conduct benchmarking to propose strategic recommendations that keep the organization's total rewards offerings competitive and aligned with workforce needs.
• Lead the planning and execution of key total rewards and HR-related projects from inception to completion to drive enhancements that support agency objectives.
• Support the annual group benefits policy renewal by researching and recommending new benefits program options to maintain competitiveness.
• Collect and organize data to analyze compensation changes, conduct cost modeling and provide strategic insights and recommendations to guide decision-making.
• Ensure that compensation practices comply with collective bargaining agreements and current legislation, such as pay equity and the Employment Standards Act (ESA), to mitigate risks and maintain compliance.
• Conduct job evaluations for positions across the AGCO to support organizational structure and decision-making.
• Keep abreast of industry knowledge and trends by participating in conferences and educational opportunities, reading professional publications, maintaining professional networks, and participating in professional organizations.
What you bring to the team
The ideal candidate will have:
• Post-secondary education in Human Resources, Business Administration, Data Sciences, or equivalent work experience.
• 5+ years of progressive HR experience supporting compensation programs, policies, and processes.
• Certified Human Resources Leader (CHRL) is preferred. Certified Compensation Professional (CCP) or Certified Employee Benefits Specialist (CEBS) designations are considered an asset.
• Excellent analytical and problem-solving skills with high level of accuracy and attention to detail.
• Strong working knowledge of compensation, benefits, and pension topics and relevant legislation.
• Demonstrated customer service focus with ability to forge partnerships within the business.
• Ability to work independently as well as a part of a team in a collaborative manner.
• Expertise in job evaluation methodologies, with a preference for the Hay point method, and advanced knowledge of compensation practices.
• Practical knowledge of employment legislation, including ESA, Human Rights, Pay Equity, and other related regulations, ensuring compliance across compensation and benefits programs.
• Strong ability to manage projects from inception to completion, ensuring seamless implementation and successful outcomes.
• Proven ability to collect, analyze, and interpret HR data, with expertise in creating reports, dashboards and data visualizations.
• Proven experience using insights to develop recommendations that drive decision-making and align with organizational goals.
• Strong attention to detail with the ability to ensure accuracy across processes and data.
• Superior verbal and written communication skills.
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
