The Ministry of Health is seeking a strategic and results-oriented Senior Medical Consultant to provide professional leadership and medical expertise in support of the delivery of Ontario Health Insurance Plan (OHIP) Eligibility Programs across the province. About Us: The
Health Insurance Branch plans, manages, and directs programs and policy related to the OHIP including registration and eligibility for coverage, the Ontario health card, health benefits available outside of Ontario and outside of Canada, including prior approval for treatment outside Canada; and the ministry's subrogation rights under the Plan. The Branch is also responsible for the Integrated Community Health Services Centres program as outlined under the Integrated Community Health Services Centres Act.

To succeed in this role, you will:
• Review appeals to the Health Services Appeal and Review Board (HSARB) under the Health Insurance Act (HIA)
• Interpret applicable sections of the HIA, the Schedule of Benefits for Physician Services, and OHIP claims policies.
• Complete research and produce reports and assessments to support recommendations based on relevant medical data, generally accepted standards of care in Ontario , and best medical practices.
• Attend meetings requiring knowledge of medical practices and treatments, assisting with decisions related to the Schedule of Benefits for Physician Services, the Health Insurance Act, legislation, agreements, and payment policies.
• Establish and maintain collaborative relationships with key stakeholders, including clinical and legal experts, provincial experts and agencies , and other external partners.
• Assist in other areas of the branch as a Medical Advisor, including the Integrated Community Health Services Centres.
What you bring to the team
Mandatory:
• Medical Degree from a university of recognized standing
• Valid license to practice medicine in the Province of Ontario.
Leadership Experience:

• Sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
Medical Knowledge and Skills:
• Comprehensive knowledge of Ontario's health care system, including health care delivery and physician remuneration methods under OHIP.
• Understanding of Ontario's legislative authorities and related programs affecting the medical profession, including current issues, associated programs, legislation, goals, and objectives.
Program Coordination and Analytical Skills:
• Ability to provide strategic medical expertise and consultative advice on policy and program development within the Health Insurance Branch.
• Strong conceptual and analytical skills to effectively manage critical program issues and risks.
• Ability to interface with physician specialists, legal counsel, and staff to seek additional information or clarify existing information.
• Understanding of legal processes and requirements.
Communication and Relationship Management Skills:
• Excellent written, oral, and interpersonal skills to provide professional medical expertise through advice, consultations, reports, recommendations, and training.
• Proven ability to establish and maintain trust with senior management, clients, and partners, with strong influencing and negotiation skills.
• Ability to liaise with other ministry physicians to ensure consistency in decision-making on matters pertaining to relevant legislation.
