An exciting opportunity awaits you in the Ministry of Labour, Training and Skills Development as a Program Consultant.

As a team member of the Program Operations Unit you will provide consultative expertise, advice and administrative/ financial oversight of transfer payment agencies in the delivery of provincial citizenship and immigration services and programs to help support the settlement and integration of newcomers in communities across Ontario.

About the job

In this position, you will:
• Lead/coordinate the administrative and financial oversight of transfer payments (TPs);
• Develop linkages and provide consultative services to clients and stakeholders to advise on the availability of, and access to TP and grant programs;
• Advise potential applicants and stakeholders on eligibility requirements;
• Review and evaluate grant applications, and recommend funding approvals and denials;
• Participate in evaluation teams and other cross functional teams as needed to represent program delivery, related issues and trends;
• Liaise with ministry partners, municipalities, other provinces and federal government to assess needs, share information, and address service gaps etc.;
• Conduct site visits and/or review reports and other submissions to ensure TP recipients comply with performance measures outlined in contractual agreements with the ministry;
• Contribute to the development of grant/TP application materials, program guidelines, application forms, application assessment/ monitoring/data collection tools and reporting forms;
• Prepare briefing notes, backgrounders, event notes and responses to letters to the Minister, Deputy Minister and other senior management;
• Contribute to the development of business planning submissions, Cabinet/Management Board submissions

Communication, Presentation and Interpersonal Skills:

You can:
• prepare briefing notes, backgrounders, event notes and responses;
• explain and discuss principles and intent of program objectives and services;
• conduct meetings with clients/counterparts to discuss their needs and requirements;
• communicate with a broad range of contacts and external stakeholders;
• consult and liaise with stakeholders regarding TP/grant programs and funding, and broader sector issues;
• develop and deliver training and information sessions

Technical Knowledge:

You have knowledge of:
• policies, procedures and funding approval processes of government programs;
• Transfer Payment directives and guidelines; TP administration policies and processes;
• social and cultural issues, with a particular focus on citizenship and immigration;
• program design, development, implementation and evaluation techniques;
• municipal/provincial/federal legislation (i.e. Freedom of Information and Protection of Privacy Act.);
• financial management practices and controllership principles

Analytical, Problem-solving and Research Skills:

You can:
• identify, research and assess client needs;
• develop appropriate strategies (e.g. input to program design, training, partnership development, strategic funding assistance) for their resolution;
• identify and manage issues and develop solutions to a range of program operations related issues;
• analyze financial reports and grant applications to determine viability of existing and potential ventures;
• research and analyze demographic data and submissions

Project Management Skills:

• You can co-ordinate and lead projects

Planning and Organizational Skills

• You can apply your planning, organizational and priority-setting skills in frequently shifting and busy program delivery work environment.
• You know how to establish priorities among multiple competing demands.
• You have experience using common computer software such as word processing, spreadsheet, presentation and database applications to track and organize work, conduct research and prepare documents.
