The Ministry of the Attorney General, Civil Law Division, is seeking a highly motivated individual to provide planning, financial and administrative services for the entire division in a fast-paced and collaborative environment, to meet ministry/divisional strategic and operating goals.
About the job
You will:
• analyze and update divisional forecasts, monitor actual spending against plan, investigate and reconcile variances, and compile management reports on the financial position for decision-making purposes
• support contract management process for various procured services for budgeting and forecasting purposes, issue purchasing requisitions, manage encumbrances, and liaise with vendors and contract managers to ensure the accuracy of invoices and payments
• review and monitor expenditures and prepare cost recovery journals
• liaise with divisional, ministry and OPS financial contacts to analyze, reconcile, and resolve issues and ensure accuracy
• prepare ad-hoc management reports and advise the divisional management on a variety of administrative and financial-related issues
What you bring to the team
Financial and Administrative Knowledge and Experience:
• You have knowledge of financial management principles and practices including budget and forecast development, financial planning and reporting; knowledge of internal control systems, procedures and tools to ensure adherence to accounting and administrative policies and procedures.
• You have demonstrated accounting knowledge to prepare journal entries, cheque deposit forms, account correction forms; issue cost recovery chargebacks and invoices to external parties; create purchase orders and manage incumbrances.
• You have knowledge of and experience with financial and resource management information systems (e.g., Oracle Financials), tools and techniques for data extraction, analysis and reporting to support various operational priorities and objectives.
Organizational Skills:
• You are able to process and track a high volume of incoming invoices; prepare backup materials for chargebacks and journals as per established schedules; maintain file and case management systems.
• Your prioritization skills enable you to manage a number of issues concurrently (e.g. costing, budget and payment issues) and pivot to emerging issues.
Analytical and Problem-Solving Skills:
• You are able to compile/analyze data and prepare financial and other types of reports, capturing findings and supporting recommendations.
• Your problem-solving skills enable you to detect and resolve issues in a timely manner, as well as monitor/assess in-year financial position and develop strategies to address risks or opportunities.
• You are able to identify and resolve disputes on bill discrepancies with external service providers, suppliers and internal OPS clients (ministries and agencies); successfully resolve a variety of financial, technical and administrative issues.
Communication, Customer Service and Interpersonal Skills:
• You can build strong working relationships with peers, senior management, diverse client ministries and external suppliers.
• You are able to prepare briefing and presentation materials, respond to inquiries and effectively communicate financial information for various audiences.
• You can express your thoughts clearly and concisely verbally and in writing.
• You work collaboratively and productively with others, individually and in teams.
