About the job

As the Regional Operations Officer, you will:

• provide technical and administrative guidance in the coordination and delivery of the Regional Minor Capital Roads Programs including recommendations for budget allocations, tendering and reporting.
• assist in minor capital construction programming
• preparation of emergency management plans, reports and responses
• assist in administration of municipal programs

What you bring to the team


Mandatory Requirement:

• The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's license upon being hired.

Analytical, Decision-Making Skills and Project Management Skills:

You have:
• analytical and decision-making skills to assess problems, research relevant materials and recommend solutions.
• project/program management skills to coordinate municipal highway work projects (i.e. connecting link program), capital and non-capital transportation programs, including studies, data collection and analyses.

Technical Knowledge and Skills:

You have:
• knowledge of civil engineering theories, principles and practices with emphasis on highway engineering, highway design; geo-technical and structural design; and traffic engineering.
• the ability to interpret and apply related legislation (i.e. Municipal Act, Public Transportation and Highway Improvement Act, Highway Traffic Act, local Roads Board Act and Statute Labour Act).
• the proven ability to read, interpret and apply policy, guidelines, standards and specifications.
• demonstrated knowledge experience in budget establishment and allocation, forecasting and monitoring of project expenditures and work program.

Communication, Presentation, Consultation and Interpersonal Skills

You have:
• communications skills to conduct meetings, prepare technical reports, recommendations, correspondence and other materials.
• consultation skills to lead consultations with internal and external stakeholders who may have opposing needs and views with regard to ministry policies and financial pressures.
• presentation skills to provide rationale on complex needs and positions to regional and head office staff, other government bodies, municipal councils and stakeholder groups.
• consultation skills to provide technical leadership and advice within the ministry and external stakeholders.
• interpersonal skills to establish working relationships with stakeholders, other functional offices to coordinate regional capital and municipal operations programs.
