The Labour Relations Solutions Division (LRSD) of the Ministry of Labour, Immigration, Training and Skills Development (MLITSD) is looking for Team Leads to spearhead transformative initiatives. As a Team Lead, you will play a pivotal role in shaping our organization's future by providing strategic guidance, implementing modernization initiatives, and fostering a culture of continuous improvement.

About the job

In this role you will:
• Lead and support the development and implementation of modernization initiatives across LRSD
• Manage the development, implementation and leadership of the strategic framework for division initiatives and projects
• Lead, define and implement preliminary project planning, business case development, cost-benefit analysis and assessments
• Oversee fiscal budget, resource allocation and timelines/milestones of digital projects
• Provide direct advice to management and project teams
• Lead the development of change implementation tactics
• Manage and lead the implementation of transition and change plans
• Participate in senior management strategic planning and decision-making processes

What you bring to the team


Leadership and Expertise:

• You can adeptly provide leadership, advice, and expertise to senior management and staff regarding the implementation of modernization initiatives.
• You will be tasked to ensure that the division adopts the most cost-efficient, effective, and ethical processes and resource utilization to support its modernization agenda.
• You can skillfully identify barriers to adoption, human resource issues, and labour relations concerns in evaluating the effects of new services and tools
• You will actively support project teams by integrating core change management activities into the project delivery lifecycle

Project, Change, Strategic Planning and Issues Management:

• You possess knowledge of project management principles and methodologies to oversee and guide the delivery of mandates and strategies
• You possess knowledge of change management theories, methodologies, and tools to facilitate the adoption of the ministry's transformation agenda and implementation of modernization initiatives
• You can effectively manage change implementation issues and recommend mitigation strategies for program delivery challenges

Stakeholder Management and Consultation Strategies:

• You possess expert knowledge to plan, develop, and implement consultation strategies to secure support and collaboration among internal stakeholders.
• You have the ability to gather input on assigned programs, raise awareness, build consensus, balance competing interests, and manage contentious issues while minimizing risk.
• You can establish and maintain relationships with key stakeholders to provide expertise/advice in the development, enhancement and delivery of services and initiatives.
• You are able to provide direct advice to management and project teams with respect to strategy development,
communications, stakeholder engagement, training development, testing and resistance management.

Policy and Process Development:

• You have knowledge to identify, determine, and evaluate the need for developing program/business policies, procedures, standards, and processes.
• You will diligently assess program issues, determine the scope of analyses to support business improvement, and identify risks associated with changes.

Analytical and Problem Solving Skills:

• You can analyze trends and potential operational impacts on the division's agenda.
• You can proficiently interpret business and technical requests, research options and identify best course of action from conflicting alternatives
