About the job
Delivering large and complex transportation projects, you will:
• oversee the design, development, acquisition, implementation and installation of the ministry's ITS system
• lead the review of existing subsystems to determine effectiveness related to traffic management
• manage and monitor engineering contracts
• work with senior management, municipalities, external stakeholders, and the public
• provide technical engineering assessments
What you bring to the team
Mandatory requirements
• You are licensed with Professional Engineers Ontario (PEO).
• The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
Technical Knowledge
You have:
• knowledge of the theories, principles and practices of traffic engineering, intelligent transportation systems, planning, design, operation and evaluation of major transportation systems and advanced knowledge of ITS systems and subsystems.
• knowledge of procurement management to lead the acquisition of engineering consulting services
• knowledge of project management techniques and methodologies to support the ministry program delivery requirements for ITS projects
• knowledge of traffic, electronics and communication theories, principles and practices
• knowledge of procurement and contract law/management policies, procedures and practices
Communication, Interpersonal, Negotiation and Relationship - Building Skills
You:
• have communication and presentation skills to make presentations and represent the ministry as an expert witness on engineering-related matters.
• have written communication skills to prepare, write, edit and/or present complex materials.
• have negotiation skills to work with external service providers and consultants.
• can develop reports, materials and provide recommendations to senior management on project schedules and resource requirements
• can negotiate contract changes on construction projects, with clients/stakeholders
• have skills to establish and maintain effective working relationships both inside the ministry and outside at all levels of the organizations
Project Management Knowledge
You have:
• knowledge of project management techniques required to manage projects of large size and complexity
Problem-Solving, Analytical and Decision-Making Skills
You are able to:
• research and analyze the need for ITS systems and subsystem enhancements
• identify problems and prepare reports and alternative recommendations on all engineering matters and technical matters.
• assess recommendations for technical adequacy and consistency with ministry policies..
• research and conduct investigations into equipment and systems
• review, assess and prepare cost estimates for consultant assignments and capital projects
• conduct cost-benefit and risk analysis to provide accurate assessments and resource estimates
• provide innovative solutions to resolve or alleviate advanced traffic management problems
