Are you a forward-thinking leader with a passion for transforming business services and functions through digital enablement and innovation?The Office of the CIO & Digital Transformation branch is looking for a  Senior Manager, Digital Transformation, to lead strategic initiatives by working across the I+IT division and partnering with business functions to define, prioritize, and execute on their digital business capability maturity plans. You will play a key role in shaping the agency's digital future, striving for more efficient delivery of services and effective regulatory outcomes, and business agility through the agency's Digital Strategy and Roadmap.

You will be tasked with not just bridging the divide between digital solutions and business outcomes but also approaching each challenge with a consultative and strategic mindset. Your role will be akin to that of a business relationship manager, leveraging established frameworks and models to drive meaningful change. Your expertise in areas like business architecture will be crucial in supporting the organization's digital enablement efforts, ensuring that all initiatives are strategically aligned and effectively executed.

About the Office of the CIO & Digital Transformation Team
The Office of the CIO & Digital Transformation plays a pivotal role in shaping and executing the agency's digital vision. This team leads the development and delivery of the agency's Digital Transformation roadmap, ensuring alignment with enterprise strategic objectives while driving measurable business value. In addition, through robust portfolio management, strategic planning, financial management, and performance monitoring, the branch ensures that the I+IT division is focused on the right imperatives and measuring the success of those commitments. It also fosters a culture of innovation and collaboration, strengthens stakeholder relationships, and champions the business value of I+IT across the agency.

About the job

In this role, the successful candidate will:
• Lead the development and execution of strategic business partnerships as it relates to Digital Transformation and ensure alignment with the organization's overall strategy.
• Facilitate and drive the development of strategy and planning artifacts such as business capability models, transformation roadmaps, business architecture diagrams, and required analysis of risks, benefits, and opportunities that business partners may face.
• Provide strategic counsel and engage with key partners on identifying business priorities, intake items, and aligning them to the I+IT Strategic Plan and Digital Transformation Roadmap and outcomes.
• Facilitate and lead planning of digital initiatives supporting execution and implementation.
• Lead the orchestration, operationalization, and governance of the plan for enterprise digital maturity & adoption.
• Establish, manage, and drive program measures and KPI's; ensure alignment with enterprise strategic objectives.
• Keep abreast of emerging strategies and digital opportunities, assess their business value, and work to embed them into the enterprise plan. Lead Digital Transformation program engagement, awareness, and adoption.
• Develop and maintain relationships with internal and external key partners to ensure ongoing alignment and integration of digital transformation initiatives.
• Motivate, coach, support, and develop staff by enhancing their business acumen and technical abilities.

What you bring to the team


The ideal candidate must have:

• Post-secondary degree/diploma in business, engineering, IT, or a related field.
• Minimum 6-8 years of related experience in a management role or similar capacity, preferably in a unionized environment.
• Certification and familiarity with project management, continuous improvement methodologies, and/or business architecture practices: Project Management Professional (PMP), Agile / Scrum certified, Lean Six Sigma, Certified Business Architect (CBA), The Open Group Architecture Framework (TOGAF).
• Demonstrated superior advisory and consulting experience in supporting leaders through digital transformation initiatives.
• Proven leadership experience in mentoring and coaching team members and team development.
• Experience in leading IT strategic planning, research, analysis, and the development of IT performance measures, KPI development, and reporting.
• Knowledge and experience in leveraging artificial intelligence (AI) opportunities that are in line with proper governance and responsible use of AI directives.
• Proven track record of innovation, both in internal problem-solving and fostering innovative uses of technology in the organization.
• Strong customer and user experience focus, result-oriented with follow-through.
• Excellent verbal and written communication skills; ability to produce dashboards, reports, and presentations that effectively communicate messaging succinctly and at the appropriate technical or seniority level.
• Ability to facilitate multiple concurrent initiatives, objectives, groups, or activities.
• Ability to work collaboratively with a broad range of constituencies is essential. A demonstrated ability to work with diverse groups of people is required.
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
