Become a valuable member of the Payment and Registration I&IT Solutions Branch, where your skills will lead the analysis, design, development, and implementation of large-scale IT solutions. This role provides expert consulting to address diverse client needs, oversees development activities—including unit testing and troubleshooting production incidents—supports audit activities, and drives modernization initiatives. Collaborate with clients to gather requirements, lead cross-functional teams, and champion continuous improvement to deliver high-quality, value-driven solutions.

About the job

As part of our team, you will:
• Lead development teams through the full software lifecycle for complex ministry applications.
• Analyze business requirements and assess cross-portfolio impacts.
• Provide expert consulting to clients to align IT solutions with business goals.
• Oversee system design, documentation, testing, and maintenance.
• Guide quality assurance, including audit readiness and compliance activities and production support.
• Drive modernization efforts, including Mainframe and OHIP system optimization.
• Support critical systems like the 24/7 Medical Claims Payment System and OHIP integration.

What you bring to the team


Business Analysis, Client Liaison and Communication Skills

You have:
• proven experience in analyzing and providing advice and recommendations to business clients at all levels on IT solutions to meet business requirements, including approaches to development and testing.
• demonstrated knowledge of the client's business to develop recommendations on appropriate solutions.
• written and speaking skills to convey, fully grasp and explain detailed information and to present, discuss, and explain highly complex information
• proven experience in reviewing development strategies in response to client business requirements and facilitating communications with the business and development team
• interpersonal skills necessary to encourage compliance, promote acceptance and secure cooperation for a course of action, recommendation, or proposal

Leadership skills

You have:
• experience in planning and directing complex IT systems development, unit testing, and implementation tasks as part of large development teams
• experience in providing leadership, coaching/mentoring, guidance and technical expertise to other members of the IT development and test team
• experience in leading IT system responses to business requirements, and in facilitating communications regarding requirements with the business stakeholders
• experience in managing external vendor relationships
• proven teamwork and collaborative skills

Analysis and Research skills

You have:
• demonstrated knowledge of standard methods and techniques for complex IT systems analysis, including process and data modeling, and design and development methodologies
• proven ability to analyze business requirements, interpret client environments and legislation (e.g., FIPPA, AODA, PHIPA), and provide strategic advice and recommendations to business clients
• experience in facilitating and reviewing client business requirements to ensure alignment with technical solutions and organizational goals
• skills in providing technical direction, mentoring, and training to team members, and offering application-level guidance to development and testing teams
• knowledge in commonly used business software such as Microsoft Office for documentation, analysis, and IT testing support

Technical Skills

You have:
• experience in guiding quality assurance processes, including audit readiness, compliance activities, and production support within IT environments
• experience facilitating IT development, testing, promotion, implementation of web-based and mainframe applications.
• knowledge of IT development methodologies, industry-standard IT development and test tools and techniques
• knowledge of industry-standard SDLC methodologies (e.g. Waterfall, Iterative, Agile and UPM), and other techniques for the analysis, testing and implementation of complex solutions
