About the job
As a Senior Procurement Advisor, you'll play a key role in supporting the Ministry of Transportation by leading and advising on procurement initiatives that span a wide range of goods, services, information technology, and infrastructure. You'll work directly with ministry clients to understand their business needs and help develop strategic, compliant, and value-driven procurement solutions.
You will:
• Work closely with ministry clients to understand their needs and recommend effective procurement strategies
• Lead procurement planning, including business case development, approvals, and documentation
• Guide clients through the competitive procurement process, ensuring compliance and transparency
• Collaborate with Supply Ontario, legal counsel, and other stakeholders throughout the procurement lifecycle
• Prepare executive level presentations and develop training materials to support procurement best practices
• Monitor procurement reports to proactively plan procurements and support contract management
What you bring to the team
Procurement Expertise
You have:
• A solid understanding of public sector procurement practices, including competitive bidding, contract management, and vendor relations
• Experience supporting complex procurement projects involving goods, services, and IT solutions
• Knowledge of procurement directives, trade agreements, financial policies, and legal frameworks
• Experience preparing business cases, procurement plans, and solicitation documents
• Familiarity with contract law, risk assessment, and vendor performance management
• Comfort using various software tools (e.g. Microsoft 365, SharePoint, Power BI) for project tracking, reporting, and preparing presentations and briefing materials
Strategic Thinking & Problem Solving
You can:
• Analyze client needs and translate them into clear procurement strategies that align with ministry goals
• Identify procurement risks and explain the potential business, legal, and financial impacts to clients
• Troubleshoot procurement challenges and offer practical, compliant solutions
• Use market research, industry trends, and lessons learned to improve procurement planning and execution
• Recommend improvements to procurement tools, templates, and processes to support modernization
Communication & Collaboration
You have:
• Strong written and verbal communication skills to prepare clear procurement documents, reports, and presentations
• A proven ability to build and maintain effective working relationships with clients, vendors, and internal stakeholders
• Experience advising clients on procurement options, risks, and mitigation strategies
• Skills in facilitating evaluation processes, leading bidder briefings, and support negotiations
• The ability to explain complex procurement concepts in a way that is easy to understand
• A collaborative mindset and the ability to work independently or lead working groups to deliver results
