About the job

In this role, you will:

•Lead and support complex policy research and planning projects focused on waste, excess materials, and contaminated sites within the transportation system.
•Analyze government direction, environmental trends, and land use impacts to identify opportunities and recommend strategic policy solutions.
•Develop and implement policies, tools, and guidelines that support environmental compliance and sustainable transportation.
•Prepare reports, Cabinet submissions, and presentations that offer innovative recommendations aligned with ministry objectives.
•Plan and manage studies, coordinate multi-disciplinary teams, and ensure quality control of policy deliverables.
•Build partnerships and represent the ministry with stakeholders, industry, academia, and other jurisdictions to address emerging challenges.
•Lead cross-divisional and intergovernmental collaboration to develop best practices and respond to strategic transportation issues.
•Advise senior leadership on environmental trends, policy impacts, and results of external studies, including sensitive assignments for the Deputy and Minister.
•Stay current on waste and materials management developments and their implications for transportation policy.
•Provide technical advice, training, and consultative support across the ministry and to external clients.

What you bring to the team


Policy & Legislative Knowledge

You have:
•An understanding of environmental legislation and standards related to spills, contaminated sites, hazardous materials, waste, and excess materials (e.g., Regulation 347, Ontario EPA, CEPA, TDGA).
•Knowledge of provincial, federal, and municipal policies that support sustainability and ensure compliance.
•An understanding of land use planning, environmental assessment, and transportation policy frameworks.
•The ability to apply strategic planning and policy development principles to evaluate proposals and create effective instruments.
•The ability to align recommendations with ministry and government business plans, long-term strategies, and legislative frameworks.

Research & Analytical Skills

You can:
•Conduct complex studies using advanced research methods and data analysis.
•Analyze government direction and environmental trends to support strategic transportation planning.
•Assess impacts of waste and excess materials on transportation initiatives and advise senior leadership.
•Design innovative models and performance tools to address emerging policy issues.
•Use environmental scanning and jurisdictional research to inform policy development.

Project & Program Management Skills

You can:
•Lead and coordinate multi-disciplinary teams and joint studies.
•Plan major projects, develop methodologies, and evaluate new concepts.
•Manage resources, timelines, and quality control across concurrent initiatives.
•Resolve conflicts with consultants and ensure contract performance.
•Represent the ministry on inter-jurisdictional task forces and committees.

Stakeholder Engagement & Collaboration Skills

You can:
•Build partnerships with agencies, industry, academia, and other jurisdictions.
•Negotiate agreements, mediate conflicts, and gain consensus on shared initiatives.
•Facilitate collaboration across divisions and external organizations to address sustainability challenges.

Communication & Presentation Skills

You can:
•Write clear policy papers, technical reports, Cabinet submissions, and briefing materials.
•Present proposals and impact assessments to senior leadership, including the Deputy and Minister.
•Communicate policy direction and respond to technical questions in public and professional forums.
•Prepare presentations that highlight strategic relevance and economic benefits of proposals.

Technical Proficiency

You can:
•Use software tools for word processing, spreadsheets, and data visualization to support reporting and analysis
