To succeed in this role, you will:

  • Manage a team of claims professionals handling a wide variety of general liability files from low value property damage claims to complex class action lawsuits.
  • Build team capacity by coaching, mentoring, and developing claims professionals in a collaborative environment.
  • Oversee the management of general and road liability claims advanced against the Ontario government under the province's self-funded liability insurance program, the General and Road Liability Protection Program (GRLPP).
  • Lead liability and coverage assessment, litigation management, and settlement negotiations, including managing relationships with third party adjusters, and internal and external counsel.
  • Provide advice and recommendations on claim files with significant financial exposure, including communications to senior executives.
  • Drive continuous improvement in claims operations and contribute to strategic and multi-year planning.
  • Promote fairness and quality customer service in the resolution of claims from members of the public.

Meet Your New Team

You will join the senior management team within the Insurance and Claims Services Branch, which oversees the Ontario government's insurance needs, including insurance acquisition, claims management services, and administration of the Motor Vehicle Accident Claims Fund.

In this role, you will report to Daryl Carre, Director of Insurance and Claims Services Branch and lead a team of eight dedicated claims professionals, from junior officers to senior-level analysts. The unit is known for its collaborative, inclusive culture that values knowledge-sharing, mentorship, and professional growth. What you bring to the team


Leadership and People Management Skills

  • Demonstrated leadership behaviours, attributes and mindsets aligned with OPS leadership expectations to support organizational vision and future readiness.
  • Experience fostering collaborative, engaged, and inclusive teams where diverse perspectives are welcomed.
  • Proven ability to manage and develop a diverse team of claims professionals, including junior and senior staff.
  • Commitment to coaching, mentoring, and building future leadership capacity.


Claims and Technical Expertise

  • Demonstrated experience managing complex third-party liability claims, preferably within an insurance company or public sector environment. Experience managing class action lawsuits is considered a strong asset.
  • In-depth knowledge of general liability claims, including claims investigation, evaluation, reserving, litigation management, settlement, litigation processes.
  • Experience setting litigation and indemnity reserves to inform annual budget forecasting.
  • Solid understanding of insurance principles, coverage analysis, and legal frameworks surrounding property and casualty claims.
  • Experience working with legal counsel, adjusters, insurers, and service vendors to manage and resolve claims efficiently and fairly.
  • Ability to leverage data to report on claims trends to stakeholders and senior leadership.
  • Chartered Insurance Professional (CIP) and Canadian Risk Management (CRM) designations or equivalent experience are considered strong assets.


Client Service Orientation, Communication and Relationship Management Skills

  • Commitment to fairness, accessibility, and quality in delivering services to internal clients and members of the public.
  • Excellent interpersonal and negotiation skills to manage sensitive interactions with members of the public, legal counsel, ministries and agencies, and other internal and external stakeholders.
  • Ability to present complex claims and risk scenarios clearly to senior executives and decision-makers.
  • Experience responding to ministerial-level inquiries and navigating high-profile or sensitive cases.
