Effective, April 1, 2025, the new salary range for this position will be $90,930 to $132,162 per year in accordance with AMAPCEO collective agreement provisions.

Drive Strategic Impact in Digital Health

Are you a highly motivated strategic business planner? Do you have outstanding communication skills and strong relationship building skills to simultaneously work with many internal and external stakeholders? If so, put your skills to the test in this challenging role with the Ministry of Health, Digital Health Division where you will play a vital lead role in the strategic, business planning and evaluation process for the Division in order to meet the Ministry's mandate.

About the job

In this role, you will:
• Lead and manage a portfolio of province-wide digital health initiatives, including policy, standards, and program evaluation.
• Serve as the primary contact for provincial digital health delivery organizations, communicating Ministry expectations and accountability targets.
• Monitor and report on performance outcomes as outlined in funding and accountability agreements.
• Provide leadership to team members responsible for planning and evaluating digital health programs.
• Review performance results and recommend corrective actions to meet strategic objectives.

What you bring to the team


Health Care Knowledge and Skills:

You have:
• Demonstrated strong knowledge of Ontario's health care system, including legislation, delivery models, funding, governance, and emerging trends.
• Proven ability to lead initiatives that align with government and ministry priorities for the Ontario health system.
• Specialized expertise in digital health, with an understanding of stakeholder dynamics at senior leadership levels.
• Skill in recommending strategies that consider legislative, regulatory, and program implications.
• In-depth knowledge of relevant legislation, policies, accountability frameworks, and the role of digital health organizations.

Analytical and Problem-Solving Skills:

You have:
• Strong knowledge of administration, budgeting, procurement, and contract management to support Cabinet submissions, RFP development, and project oversight.
• High political acuity to identify and respond to issues impacting senior leadership (Minister, Deputy Minister, Assistant Deputy Minister).
• Ability to present realistic, politically aligned options with short- and long-term impacts for senior executive decision-making.

Project Planning and Leadership Skills:

You have:
• Proven expertise in project planning, management methodologies, and leadership.
• Ability to lead end-to-end projects, ensuring alignment with ministry priorities, governance, scope, and quality standards.
• Strong team leadership and coordination skills to deliver on Branch objectives and support digital health system transformation.

Policy and Evaluation Knowledge and Skills:

You have:
• Expertise in policy research, evaluation methods, and performance measurement.
• Ability to lead evidence-based research to support digital health strategies and transformation initiatives.
• Knowledge of evaluation tools and techniques to assess delivery partner performance and recommend improvements.
• Experience in applying health care delivery principles to evaluate digital transformation outcomes against accountability targets.
• Skill in coordinating performance monitoring and advising on actions to enhance results.

Communication and Relationship Management Skills:

You have:
• Strong oral and written communication skills to advise senior leadership and report on delivery organization compliance.
• Proven ability to draft formal responses for executive-level inquiries, including those from the Minister and Deputy Minister.
• Strong relationship management, consultation and partnership skills to initiate and maintain working relationships with senior staff, ministry peers, external consultants and stakeholders.
