Information and Privacy Commissioner of Ontario (IPC) plays a pivotal role in upholding and interpreting Ontario's privacy and access to information laws, including the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA), and the Child, Youth and Family Services Act (CYFSA).
As a
Manager, Adjudication within the
Tribunal and Dispute Resolution Division, you will lead a talented team of adjudicators in delivering fair, timely, and well-reasoned decisions that shape how access to information and privacy rights are understood and applied across the province.
About the job
Under the general direction of the Director of Adjudication, you will lead, guide and direct adjudicators on:
• caseload management;
• interpretation of governing legislation and regulations;
• the principles of administrative law;
• internal policies and procedures; and processing of files during the adjudication stage of appeals and complaints under the Freedom of Information and Protection of Privacy Act, the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Protection Act and Part X of the Child, Youth and Family Services Act.
You will also provide administrative leadership to the adjudication group. In addition, you will adjudicate appeals and/or complaints in accordance with delegated decision-making authority, as assigned. Finally, you will participate in, or lead, special projects, as assigned.

What you bring to the team
You will qualify for this position by demonstrating:
• A well-developed understanding of administrative law as applicable to the IPC
• Highly developed knowledge and expertise in the provisions of the Acts, as well as IPC policies and procedures, and the ability to apply this expertise in the context of case management, the provision of first level advice concerning appeals and complaints, and the adjudication of cases assigned to you
• The ability to manage complaints from parties and to follow up with parties on a variety of issues, for example institution compliance issues or upset appellants/complainants
• The ability to trouble-shoot substantive and/or procedural issues for all files on your team's caseloads
• Excellent judgement, to be able to lead a team independently while consulting with the Director and/or others as appropriate
• Excellent oral and written communications skills, and interpersonal skills, in order to provide appropriate advice and leadership to adjudicators, to communicate and obtain acceptance of key departmental and agency objectives, and to work with the Director of Adjudication in overseeing the operation of the adjudication function
• Understanding of and ability to apply program evaluation and performance measurement theory within the context of tribunal programs
• The ability to carry out administrative and operational planning functions
• Ability to manage in a unionized work environment
• Expertise in access and privacy legislation in Ontario (FIPPA, MFIPPA, PHIPA and/or CYFSA) or the ability to quickly gain such expertise
Asset Qualifications
• Management and customer service experience.
• Project planning/evaluation experience.
• Plain language writing proficiency.
• Possess an undergraduate university degree and a LL.B. or J.D. law degree.
• A member in good standing with the Law Society of Ontario, licensed to practice law in Ontario without restrictions.
• Having the ability to communicate (orally and in writing) in French is an asset.

The IPC has a Reciprocal Staffing Agreement with the Ontario Public Service (OPS) that enables employees to accept positions in either organization while retaining their access to benefits, pension contributions, and years of service.
