The Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Public and Business Service Delivery and Procurement and its agents. The Cluster enables the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects. The Cluster is working to promote the evolution toward a common IT infrastructure for government.

About the job

As a Lead Systems Developer Tester with the Health Services I&IT Clusters Drugs and Assistive Devices I&IT Solutions Branch, you'll be at the forefront of testing complex, integrated IT solutions that respond to evolving legislative and business needs.

In this role, you can expect to do the following:
• Provide leadership in the testing of complex IT solutions, ensuring alignment with business needs and technical standards.
• Analyze business requirements and collaborate with technical development subject matter experts to deliver scalable, integrated applications using modern tools and methodologies.
• Oversee system testing activities, including automated testing, manual testing, and quality assurance documentation.
• Provide leadership and mentorship, supporting Systems Development Life Cycle (SDLC) and project management practices across agile and waterfall frameworks.
• Support implementation and maintenance of business applications, troubleshoot issues, and ensure system stability across environments.
• Contribute to continuous improvement by evaluating vendor solutions, enhancing tools and standards, and participating in on-call support as needed.
• Support DevOps practices, including CI/CD pipelines and automated testing
• Help to foster a culture of collaboration, continuous improvement, and rapid feedback loops across cross-functional teams.
• Ensure compliance with cloud governance, security, and performance best practices.

What you bring to the team


Technical Knowledge and Skills:

You have:
• knowledge of the client/server, n-tier, Internet/Intranet and cloud applications
• knowledge of I&IT technology (such as software, data, applications, middleware, security), tools, techniques and methods (systems analysis, design, development, testing, implementation, installation, operations, capacity planning, performance management) to support processes and solutions
• knowledge of all phases of design and development on Client/Server, intranet and n-tier applications
• knowledge of containerization, Kubernetes and the Azure cloud platform
• knowledge of relational database technologies, retrieval packages using SQL and other query languages
• proven knowledge of DevOps, Agile, CI/CD, Rapid Application Development, Waterfall and Iterative)
• the ability to work closely with business stakeholders, cloud engineers, and DevOps teams to ensure project and product outcomes are technically sound, secure, and scalable

Communication and Interpersonal Skills:

You have:
• interpersonal, consulting, conflict resolution, team building and client relationship management skills to discuss stakeholder I&IT program/service delivery needs, requirements, goals/objectives and priorities
• the ability to create clear test documentation including a test strategy
• the ability to work closely with the project manager to provide an accurate test schedule

Analytical and Research Skills:

You can:
• assess business requirements to design and develop a system testing approach that contributes to I&IT solutions that are cost-effective and improve program/service delivery
• determine appropriate testing requirements, resources, and cost estimates to aid in the development of business solutions/applications or significant components
• from a test lead perspective, research, plan, analyze, and examine current and alternative technologies and solutions to ensure that ongoing operational and service requirements are identified
• schedule, monitor, and evaluate system testing work

Leadership and Project Management Skills:

You can:
• lead small to medium sized test teams. Contribute to the development and maintenance of test plans, project plans, test strategies, schedules, cost and resource estimates, and staff requirements
• recommend approval to implement HSC developed business solutions that meet quality standards; train/support business clients and support staff after implementation of new/modified solutions

Other Essential Knowledge:

You have:
• the ability to understand and interpret client business environment and legislation such as Freedom of Information and Protection of Privacy Act (FIPPA), Accessibility for Ontarians with Disabilities Act (AODA) and Personal Health Information Protection Act (PHIPA)
• the ability to acquire knowledge of I&IT procurement practices, standards, policies and directives
