In this role, you will: 
  • Lead the development and implementation of ministry-wide financial controllership policies and reporting frameworks, ensuring compliance with government standards and Public Sector Accounting Board (PSAB) recommendations.
  • Provide strategic financial advice to senior leadership and oversee internal/external reporting to support informed decision-making and accountability.
  • Manage financial operations including audits, Public Accounts preparation, and consolidation reporting, while ensuring strong internal controls and data integrity.
  • Oversee quality assurance activities and operational reviews to support the Certificate of Assurance and implement corrective actions as needed.
  • Lead and develop a high-performing, inclusive team, fostering collaboration and aligning financial operations with ministry goals and regulatory requirements.

Meet Your New Team

You will be joining the leadership team at the Accounting and Controllership Branch who provides ministry-wide leadership in applying accounting and controllership policies to ensure the effective use of public funds. The work they do strengthens internal controls, ensures accurate and timely financial reporting, and supports quality assurance. Their key responsibilities include managing the Delegation of Financial Management Authority Framework, preparing the Certificate of Assurance for Public Accounts, and overseeing monthly financial close processes.

In this role, you will report to Lica Vuu, Assistant Director/A, Accounting and Controllership Branch, a forward-thinking leader who exemplifies a modern approach to accounting leadership. Known for her pragmatic and solution-oriented mindset, Lica fosters collaboration and innovation across teams. Drawing inspiration from the quote “no man is an island”, she builds on her strong accounting foundation by working closely with colleagues across departments to develop practical, compliant, and sustainable solutions that advance organizational objectives.

As the Senior Manager, Quality Assurance, you will be leading a high performing team of 7 responsible for ensuring the internal controls over financial reporting operations across the ministry supports the integrity of financial statements and the Certificate of Assurance.

Financial Expertise and Knowledge

  • Demonstrated the ability to develop and implement ministry-wide financial controllership policies and reporting frameworks aligned with Public Sector Accounting Board (PSAB) and government standards.
  • Experience with providing strategic financial advice to senior leadership supporting decision-making through internal and external reporting.
  • Strong understanding of internal controls, data integrity, and quality assurance processes to support the Certificate of Assurance and implement corrective actions.
  • Knowledge of relevant legislation (ex: Financial Administration Act) and quality assurance processes to support Certificate of Assurance and corrective actions.
  • Chartered Professional Accounting (CPA) and/or Canadian Public Finance Accreditation (CPFA) designation, or equivalent experience is considered an asset.


Relationship Management and Communication

  • Exceptional relationship management, consulting, and negotiation skills, with the ability to build and maintain effective partnerships.
  • Demonstrated ability to navigate complex and contentious issues with tact, diplomacy, and strategic guidance.
  • Strong written communication skills, including the development of work plans, briefing notes, and senior management reports.
  • Proficient in presenting at senior committee meetings, synthesizing complex technical information, and delivering insights that influence decision-making and improve governance.
