About the job

In this role, you will:

• lead the design, development, and implementation of digital products using agile methodologies and modern software practices
• collaborate with internal teams, technical committees, and ministry partners to assess needs, define requirements, and identify optimal solutions
• conduct feasibility studies, develop proof of concepts, and create project plans to support product innovation and improvement
• coordinate pilot site development, manage technical resources, and provide leadership to cross-functional product teams
• support the redesign and enhancement of existing digital services, ensuring usability, accessibility, and compliance with enterprise standards
• monitor project progress, manage risks, and deliver high-quality digital solutions on time and within budget

What you bring to the team


Technical knowledge and software development skills

You have expertise in:
• leading software development projects using Agile practices, including iterative delivery, sprint planning, and continuous improvement
• applying DevOps principles, including distributed code management, automated testing, and continuous integration/deployment pipelines
• utilizing cloud infrastructure and deployment methodologies to build scalable, secure, and resilient digital services
• developing and maintaining web applications using modern frameworks, open-source tools, and emerging web technologies
• ensuring compliance with international and OPS-specific web standards, usability principles, and accessibility requirements (e.g., AODA)
• managing hosting environments, implementing enhancements, and ensuring performance, security, and uptime of digital platforms

Strategic problem-solving and analytical thinking skills

You can:
• conduct feasibility studies and build proof of concepts to validate ideas
• analyze complex technical and business requirements to identify optimal solutions
• develop business cases and recommend system development strategies
• evaluate risks and propose alternatives when timelines or budgets are at risk
• apply systems analysis to assess technology needs and service delivery impacts

Project and resource management skills

You can:
• lead and manage multiple concurrent projects while ensuring adherence to timelines and budgets
• coordinate technical resources and provide leadership to cross-functional teams
• develop detailed product activity plans, schedules, and implementation roadmaps
• monitor and report on project status, risks, and deliverables to ensure transparency and accountability
• recommend vendor proposals and support procurement-related decision-making processes
• ensure the timely delivery of high-quality digital products and enhancements that meet stakeholder needs

Communication and facilitation skills

You can:
• facilitate consensus-building among diverse stakeholders and technical teams to align on shared goals and solutions
• provide consultative guidance tailored to both technical and non-technical audiences
• prepare and deliver clear, concise reports and briefings to senior leadership and decision-makers
• collaborate effectively with internal teams, digital staff, and client ministries to support cross-functional initiatives
• translate complex technical concepts into accessible, actionable insights
• build strong, collegial relationships across departments and disciplines to foster collaboration and trust
