About Us The Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Public and Business Service Delivery and Procurement and its agents. The Cluster enables the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects. The Cluster is working to promote the evolution toward a common IT infrastructure for government.
About the job
As a Lead Systems Developer Tester, you can expect to:
• lead the design, development, testing, implementation, and maintenance of complex I&IT solutions, providing technical expertise and ensuring integration with existing systems and environments
• conduct advanced business and systems analysis to design high-quality applications, leveraging OPS tools, commercial/open-source software, and modern development methodologies
• collaborate with architects and stakeholders to develop solution architecture, evaluate vendor proposals, and ensure alignment with business and technical requirements
• oversee and perform programming and testing activities, including code reviews, automated/manual testing, and post-implementation support, while maintaining documentation and quality standards
• provide technical support and troubleshooting across all phases of the Systems Development Life Cycle (SDLC), including coaching junior team members and applying methodologies such as Waterfall, Iterative, Agile/Scrum, and the Unified Project Management (UPM) framework
• contribute to continuous improvement by recommending enhancements to tools, standards, and processes, and supporting business planning, vendor management, and on-call production support as needed

Technical knowledge and skills:
You have:
• knowledge of n-tier, Internet/Intranet, and cloud applications and development of software
• knowledge of I&IT technology (such as software, data, applications, middleware, security), tools, techniques and methods (systems analysis, design, development, testing, implementation, installation, operations, capacity planning, performance management) to support processes and solutions
• knowledge for all phases of design and development for Cloud, intranet and n-tier applications including representative programming languages and tools (including C#, HTML, JavaScript, Java)
• demonstrated experience/knowledge of various industry standard development and relational database management systems such as Azure SQL, MySQL, and software development frameworks such as ASP.NET core, Java, JEE, Spring Boot, Web Services, React, and JSON/XML
• knowledge of containerization, Kubernetes, and the Azure cloud platform, including deploying applications using DevOps CI/CD pipelines and Git repository
• knowledge of relational database technologies, data modeling (E-R Diagram), and retrieval packages using SQL and other query languages
• proven knowledge of various SDLC methodologies (such as DevOps, Agile, CI/CD, Rapid Application Development, Waterfall, and Iterative) and other techniques (such as Service-Oriented Architecture, Software as a Service, Microservices, and other architecture and design patterns)
• knowledge of automated testing using various tools
• knowledge of implementing application security and User Identity and Access Management (IAM) with tools like Azure Entra and Azure Key Vault
• the ability to work closely with business stakeholders, cloud engineers, and DevOps teams to ensure project and product outcomes are technically sound, secure, and scalable
• knowledge of product and platform methodology and experience working in teams with a strong understanding of product management
Communication and interpersonal skills:
You have:
• the ability to design, develop and/or oversee development of complete system design documentation, implement enhanced systems, and recommend changes to existing applications
• the ability to review project plans and design proposed solutions for reviews, and oversee the development of programs, systems, user, and operational documentation
• interpersonal, consulting, conflict resolution, team building, and client relationship management skills to discuss stakeholder I&IT program/service delivery needs, requirements, goals/objectives, and priorities
Analytical and research skills:
You can:
• assess business requirements to design and develop I&IT solutions that are cost-effective and improve program/service delivery
• determine all appropriate technical requirements, resources, and cost estimates for developing business solutions/applications or significant components
• from a development lead perspective, research, plan, analyze, and examine current and alternative technologies and solutions to ensure that ongoing technical, operational, and service requirements are identified
• schedule, monitor, and evaluate development work
• make timely, appropriately researched, evaluated, and innovative system recommendations
Leadership and project management skills:
You can:
• lead small to medium-sized teams and develop and maintain project plans, schedules, cost and resource estimates, and staffing requirements
• develop and recommend approval to implement HSC-developed business solutions that meet quality standards; train and support business clients and support staff after implementation of new/modified solutions
Other essential knowledge:
You have:
• the ability to understand and interpret client business environment and legislation such as Freedom of Information and Protection of Privacy Act (FIPPA), Accessibility for Ontarians with Disabilities Act (AODA) and Personal Health Information Protection Act (PHIPA)
• the ability to acquire knowledge of I&IT procurement practices, standards, policies and directives
