Meet Your New Team

The T4A and HST Reporting Services Unit delivers critical tax reporting services (e.g., T4A, T4A-NR, HST Rebate, HST Remittance, Requirement to Pay garnishment, employee taxable benefits) to the CRA on behalf of OPS client ministries. The unit leads the development and improvement of operational processes and provides guidance and support to ministries. It plays a key role in helping OPS meet their obligations under CRA legislation and reporting requirements.

About the job

Reporting to the Manager of the T4A and HST Reporting Services Unit, this role provides financial expertise and process improvement leadership within an enterprise-wide financial operations environment. You will work closely with ministry corporate controllership offices across the OPS, the Office of the Provincial Controller Division, and various financial services units within the Enterprise Financial Services Division to lead projects and implement enterprise-wide processes through continuous improvement and transformational change.

What you bring to the team


Financial management expertise

You:

• have knowledge of Public Sector Accounting Standards (PSAS), financial management, audit, risk management, and relevant legislation (e.g., Canada Revenue Agency legislation), enabling the provision of subject-matter expertise and effective resolution of financial compliance issues
• have experience with large financial information systems and BI & analytics tools, with demonstrated ability to prepare technical reports to support analysis and investigations
• can provide subject-matter guidance and support to staff and ministries, assisting in resolving financial, operational, and compliance issues

Project management and business process improvement skills

You:

• can lead transformational projects from planning through implementation, ensuring successful execution and adoption across the organization, promoting consistency, efficiency, and alignment with organizational goals
• have demonstrated knowledge of business process re-engineering and improvement, with the ability to document and analyze processes, diagnose issues, measure performance, identify gaps and implement effective improvements

Research and analytical skills

You:

• can synthesize large volumes of diverse data and information, applying strategic thinking to generate well-reasoned, actionable recommendations
• can research various legislative and regulatory requirements and government financial policy changes, assess their impact on operational processes, and recommend practice-compliant solutions that address both current and emerging stakeholder expectations
• have demonstrated analytical problem-solving skills, taking initiative to independently identify issues, analyze root causes, and involve the appropriate partners at the right time to support effective, evidence-based solutions

Communication and relationship building skills

You:

• can collaborate effectively and build strong relationships with ministries, central agencies, and cross-functional teams across a large, complex organization to advance projects and implement new initiatives and processes
• have demonstrated interpersonal and communication skills to navigate and influence within multi-disciplinary environments
• have experience providing subject-matter advice and delivering presentations to ministries, management and key stakeholders
• have experience preparing technical reports, written materials and analysis to support decision-making and stakeholder engagement
