The Ministry of Natural Resources (MNR) is seeking an individual with interest in working in the fast-paced environment of natural resource hazard emergency management.

The Ministry of Natural Resources' Emergency Management Unit with Aviation, Forest Fire and Emergency Services is a full-service emergency management program which provides planning and support to the ministry's emergency management and continuity of operations programs. In this unit, you will guide and advise management, ministry executives, and legislative staff on emergency management programs. Our emergency management program delivers a proactive, coordinated, and comprehensive approach to managing emergencies. Our goal is to ensure the safety of ministry staff, the Ontario public, and to maintain delivery of ministry services during service disruption incidents.

MNR is responsible for the delivery of an emergency management program that combines both continuity of operations planning and emergency type planning (Order-In-Council Emergency Hazard Types). Integrated into this combined approach, The ministry follows the provincial standard by structuring its EM program based off the following 5 pillars:
1. Prevention;
2. Mitigation:
3. Preparedness;
4. Response; and
5. Recovery

About the job

Provide support to the Coordinator, Emergency Management and Telecommunications Unit in the progressive evolution of The Ministry of Natural Resources' (MNR) emergency management continuity of operations and public safety program.
• The successful candidate will support the identification of emerging emergency management issues and the maintenance, evaluation and implementation of the Ministry's emergency response and risk reduction plans/programs.
• Support the planning, operational management and performance of the low band telecommunications radio network which is a piece of critical public safety critical infrastructure used in wildland fire, conservation enforcement and field work.
• Support the Ministry's long term implementation project for the upgraded land mobile radio network as part of a multi-ministry Public Safety Radio Network enhancement project and support the program's custodian responsibility for its existing public safety radio network maintenance and operations.
• Support the Ministry in preparing for potential emergencies/disruptions through effective planning support and assistance in exercising the Ministry plans/programs.
• Assist the Provincial Coordinator (and other Emergency Management Executives) in meeting annual emergency management program requirements as outlined within the Emergency Management and Civil Protection Act (and associated regulations and Order in Council).
• Travel within the Province of Ontario is expected and encouraged to ensure the candidate can share in the appreciation of the Diversity and scale of Ontario's natural resource hazard landscape.

What you bring to the team


Eligibility

• You must have a valid class 'G' driver's licence or equivalent, as recognized by the Province of Ontario. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
• You have proof of eligibility to work in Canada.
• You have graduated or will graduate from an approved or legally authorized college or university with a diploma or an equivalent degree or postgraduate certificate or diploma within the last four years.
• Candidates are only eligible to participate in one MNR 12-month placement and must not have participated in the MNR internship program in the past.
• You are not a permanent employee in the Ontario Public Service.

Knowledge, skills and abilities:

Knowledge and experience:
• You possess strategic planning skills, to support long-term goals of the organization and recognize potential long-term impacts of proposed program policies and processes.
• You demonstrate flexibility to work within a fast paced and changing work environment where priorities may shift to meet organizational demands
• You have knowledge of issues, trends and theories relating to emergency management and business continuity/continuity of operations (skills may be developed during contract). Background in environmental science, emergency management, continuity of operations planning or radio telecommunications is an asset.

Interpersonal and communication:
• You have strong interpersonal skills and oral and written communication abilities to develop and maintain partnerships, relationships and networks and assist with consultations with Ministry executive, management and business service staff; collaborate in a team environment; maintain and evaluate plans and procedures; organize information/research findings; compile orientation, communication, and training materials.
• You have the ability to work effectively as a team member or independently with limited supervision as directed by management.

Analytical and problem-solving skills:
• You have strong analytical and problem-solving skills to plan, organize, conduct assessments, and contribute to the development of corporate and operational emergency protocol.
• You possess good organization skills to assist with planning and delivery of multiple tasks/projects at the same time and meet project timelines and milestones.
• You have the ability to work in fast paced, emergency response environments supporting the Ministry's response to its Order-in-Council natural hazard emergency responsibilities (i.e. wildland fire, flood, etc.)

Computer skills:
• You have knowledge of manual and computer-based research, data management and file management techniques.
• Computer and software skills (e.g. Microsoft Word, Excel, Outlook, and PowerPoint) are required to prepare reports, plan/program reviews, correspondence, issue identification, spread sheets, and e-mail.
• You have the ability to work using virtual collaboration technology.
