The  Emergency Health I&IT Solutions and Technology Management Branch  within the Ministry of Public and Business Service Delivery and Procurement (MPBSDP) is seeking a collaborative leader to join their team as Manager, Business Solutions.

The Emergency Health I&IT Solutions & Technology Management Branch @ MPBSDP

The Emergency Health I&IT Solutions & Technology Management Branch (EHSTMB) delivers a wide range of mission and business critical solutions to enable business delivery and transformations. They deliver solutions for partners, primarily the Emergency Health Services Division, running 911 land ambulance communication services. In addition, they manage and support application and telecommunication solutions, GIS and data services as well as Security Operations, Disaster Recovery planning, Secure File Transfer Services, and IT Portfolio and Technology Management. The branch develops and maintains mobile applications and data exchange services (including real-time dashboards) for use by various client organizations including 911 Dispatch Centers, Paramedic Services, Fire and others.

You will:

  • manage business information systems solutions services, including business solutions, infrastructure, architecture, information management and project, portfolio and program management.
  • ensure the provision of I&IT consulting expertise, advice and collaborative operational solutions to I&IT managers and clients.
  • apply your expertise in information systems development and methodologies to lead and manage the strategic development and maintenance of business and mission-critical I&IT applications, systems and tools consistent with cluster and enterprise initiatives.
  • manage and oversee the deployment of I&IT systems, including: implementing technology infrastructure and the negotiation and management of all related business, information management and I&IT service level agreements, and changes to organization and business processes and procedures.
  • develop and manage relationships with ministry clients, stakeholders, suppliers, partners and other clusters/ministries.
  • demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision.

What you bring to the team


Strategic Leadership Skills

  • You demonstrate resilience in managing across several high-performing teams in a matrix environment.
  • You possess leadership skills required to manage staff at individual and team levels, work assignments and priorities within established standards, evaluate performance, identify staffing needs, make hiring decisions, recommend/implement discipline where required, and promptly address employee relations matters.
  • You have experience managing a 24/7/365 IT operational team that has to trouble-shoot, resolve incidents/problems and ensure proper change management/release planning for deployments.
  • You have demonstrated success in fostering an environment of continuous improvement, creativity and excellence.
  • You have knowledge of project management including planning, estimating, budgeting, scheduling, risk management, to effectively manage multiple, complex large-scale high priority projects.
  • You have the ability to provide advice and expertise to senior management/executives regarding critical or emerging issues or concerns that could impact ministry priorities, and aid in the development of responses.

Relationship Management and Communication Skills

  • You possess strong analytical, negotiation, problem solving and operational decision-making skills to influence others to find business oriented and collaborative solutions for complex issues.
  • You have experience building and maintaining effective, collaborative, and lasting relationships with clients, project teams, and external consultants/partners in order to gather input, build consensus and deliver on priorities.
  • You have experience in managing and negotiating IT service agreements using third party vendors and suppliers.
  • You have superior oral and written communication skills to articulate business requirements and to prepare business cases, develop presentations and briefing notes.
  • You have demonstrated judgement and political acuity to recognize and take into account sensitive political situations when providing advice.

Technical Expertise and Specialized Knowledge

  • You have expertise in information systems development and methodologies, application architecture, systems modernization, information technology hardware and software to lead the development of consistent integrated applications and associated standards and support tools.
  • You have knowledge of I&IT current and emerging technologies, tools, methodologies, concepts, processes, standards, policies and directives to apply emerging technologies to future initiatives.
  • You have knowledge of business systems analysis, design, implementation, testing, and risk management to direct staff in the development and evaluation of I&IT systems.
  • You have knowledge of data and information management practices, processes and enabling technologies to support the use of data for business intelligence and analytics purposes.
  • You have expertise in project management methodologies including planning, estimating, budgeting, scheduling, and risk management to effectively manage multiple complex large-scale high priority projects.
