Are you a senior data professional ready to lead the design and delivery of modern data solutions across the Ministry? Join the Data and Analytics Branch, Strategic Data & Governance Unit, as our Data Pipeline Lead.

In this role, you will translate complex, user-centred business needs into ministry-level data products and services, and lead the design, delivery and implementation of large-scale data engineering projects. You will provide oversight of the ministry's data platform, direct project teams, and work across business and technical teams alongside the I&IT cluster, GovTechON and enterprise partners. Together, you will strengthen data platforms, support evidence-based decision-making, and improve how data is built, integrated, governed and used across the ministry.

About the job

In this role, you will:

• Contribute to data domain-based planning across all project phases, including defining scope, schedules, deliverables, and risk identification for large-scale data projects.
• Translate business-driven priorities into data solutions, addressing the business, functional, information and security dimensions of data product delivery.
• Design, build and improve data pipelines, integrations, dimensional models and curated datasets that prepare data for downstream users.
• Provide technical guidance and knowledge sharing to project teams and branch staff, and contribute to the Ministry's strategic priorities.
• Provide expert advice to clients and senior management, prepare business cases, and build consensus across business and technical teams.
• Coach and mentor junior staff and peers on data engineering practices, tools, and standards, sharing technical knowledge to build team capability.

What you bring to the team


Data Management and Data Strategy Skills

You have:

• knowledge of current and emerging data management approaches, including research methods, data collection, analysis, and interpretation
• understanding of how data and business intelligence are used to support policy development, forecasting, program planning, evaluation, and outcome measurement
• experience leading or supporting the development and implementation of data strategies or plans
• ability to identify data and business needs, including governance, data structures, and data quality considerations, and conduct complex analysis to develop practical solutions
• experience supporting or implementing data frameworks, standards, and practices that align with broader organizational priorities

Data Solutions and Analytics Expertise

You have:

• knowledge of user-focused approaches to business intelligence and data solutions, including data infrastructure and application development
• experience working with cloud-based data environments and data warehousing concepts (e.g., lakehouse architectures)
• knowledge of data warehouse design, dimensional modelling, data pipeline development, and data quality practices
• experience building analytics solutions using modern cloud tools and technologies (e.g., Microsoft Fabric, Databricks, Synapse, Power BI)
• understanding of business intelligence concepts, including metadata modelling and report design to support data insights
• knowledge of system development processes, including analysis, design (e.g., data and use-case modelling), testing, and implementation

Data Governance and Policy Awareness

You have:

• an understanding of data governance practices, including privacy, security, data quality, and integration
• ability to interpret and apply guidelines, standards, and regulations related to data use, sharing, and reporting
• awareness of how organizational processes, technology standards, and architecture support data solutions and decision-making
• familiarity with how data governance supports responsible and effective data management

Project Leadership and Problem-Solving Skills

You have:

• experience leading complex projects, including planning, managing timelines, resources, budgets, and risks
• ability to analyze complex issues, break them down, and develop practical solutions and recommendations
• experience applying agile or iterative approaches to deliver data and analytics solutions

Communication and Collaboration Skills

You have:

• communication and presentation skills to explain complex or technical information clearly and prepare reports, options, and recommendations for different audiences
• experience working with partners to understand needs, provide advice, and support solution development
• ability to build and maintain effective relationships and work collaboratively across teams
• ability to navigate sensitive or complex situations with professionalism and sound judgment
