The Capital Programs Branch is seeking your leadership skills to support the development and delivery of Capital Programs for school and child care facilities.
About the job
In this role, you will contribute to the development, analysis, and delivery of capital programs that support school and child care facilities across Ontario. You will work collaboratively with school boards and ministry partners to provide evidence-based advice that informs effective capital planning and policy decisions.
As a Senior Policy Analyst, you will:
• Lead analytical, research, and policy development activities supporting capital program implementation, funding policy, and the ministry's strategic planning process.
• Oversee a portfolio of school boards to support the delivery of capital accommodation needs for schools and child care.
• Develop, review, and evaluate legislation, regulations, and policy options, including financial impact analyses and related presentation materials.
• Provide direction, guidance, and leadership to project teams and junior staff.

What you bring to the team
Mandatory requirements for the bilingual position only
• You must possess oral and written French language skills at the superior level. Your proficiency level will be confirmed before hire.
Research, Analytical and Project Management Skills
You have:
• Knowledge of quantitative and statistical methods to support pupil accommodation and capital policy analysis.
• The ability to collect, review, and analyze qualitative and quantitative data to develop policy options and recommendations.
• Project management skills to plan, coordinate, and deliver policy research and analysis projects.
Policy Knowledge and Experience
You have:
• Experience applying policy research and development methods, including capital planning, funding analysis, and financial forecasting.
• Knowledge of policy development processes, decision making structures, and accountability frameworks in the public sector.
Industry and Capital Planning Knowledge
You have:
• Knowledge of school board and child care accommodation issues to identify and analyze impacts and opportunities for policy development.
• Knowledge of capital planning and financing principles to assess and interpret multi year impac
Communication, Interpersonal and Consultation Skills
You have:
• Communication and presentation skills to prepare and present briefing materials, issues analyses, and financial reports.
• Interpersonal, consultation, and advisory skills to lead stakeholder consultations, address sensitive or contentious issues, and provide advice to senior management.
Computer Skills
You have:
• Experience managing large datasets and performing quantitative analysis.
• Knowledge of specialized information systems used for analyzing and reporting pupil and financial data.
• Proficiency with standard office software to prepare reports, correspondence, presentations, and spreadsheets.
