Lead Financial Stewardship for Ontario's Health System

The Ministry of Health is seeking two (2) Finance Managers to join the Financial Management Branch (FMB), where you will oversee financial planning and reporting for critical program areas including community services and mental health and addictions. Meet Your New Team
The Financial Management Branch (FMB) supports the Ministry of Health through financial planning, analysis, forecasting, and reporting across transfer payments and operating expenditures. The branch leads in-year and year-end expenditure management, delivers forecasting and controllership functions, and processes payments and reconciliations for Health Service Providers and Ontario Health-funded programs. FMB also provides strategic financial and procurement advice to support effective program delivery and the sustainability of Ontario's health system.

Leadership Experience:

  • People Leadership: Leads and supports high-performing teams, fostering collaboration, accountability, and strong results in a unionized environment.

Financial Expertise:

  • Financial Planning & Reporting: Experience preparing forecasts, budgeting, financial reporting, and briefings to support program and ministry decision-making.
  • Public Sector Financial Knowledge: Understanding of public sector financial processes, including transfer payment funding and reporting requirements.
  • Program Financial Oversight: Monitors expenditures against forecasts and appropriations, providing financial advice to support program delivery.
  • Year-End & Payments Management: Experience with year-end reporting, reconciliations, settlements, and payments/claims processing in high-volume environments.
  • Professional Designation: A Chartered Professional Accountant (CPA) designation or equivalent experience is considered an asset, but not mandatory.

Relationship, Vendor & Communication Management:

  • Relationship Building: Builds strong partnerships with program areas, senior leadership, and internal partners across the organization.
  • Strategic Advisory: Provides clear, concise financial advice to inform decision-making at all levels.
  • Communication & Influence: Communicates complex financial information effectively and navigates sensitive issues with professionalism and sound judgment.
