Join our team as a
Junior Freedom of Information Analyst and play a key role in managing Freedom of Information (FOI) requests for the Environmental Assessment and Permissions Division (EAPD) and the Protect Ontario Priorities Division (POPD). In this position, you will support the end-to-end FOI process, including request coordination and assessment, records review and analysis. You will also serve as the primary point of contact for consultation requests and provide coordination and management of contentious and sensitive FOI requests. The divisions include over 200 people and EAPD is the second highest recipient of FOI requests in the Ministry.

In this role, you will:
• assess and investigate requests affecting multiple program areas, consulting with various stakeholders
• review disclosure recommendations and provide advice to program staff and management
• assist in implementing and maintaining Freedom of Information (FOI) technologies and conducting user acceptance testing
• develop and deliver Freedom of Information and Protection of Privacy (FIPPA) training and awareness programs
What you bring to the team
Analytical and problem-solving skills
You have the ability to:
• evaluate complex and sensitive information, interpret FIPPA requirements, assess time extensions, fees, and exemptions, and develop solutions
• identify and research contentious issues, and potential impacts and recommend responses to senior management
• understand legislation, regulations, policies, and precedents to requests and issues related to the collection, use, retention, and disclosure of information
• analyze requests and determine if the request falls within the division's scope and seek clarification as required
Technical knowledge and skills with relevant legislation
You can demonstrate:
• knowledge of and the ability to interpret the FIPPA and Information and Privacy Commissioner (IPC) directives, guidelines, policies and other relevant legislation
• understanding of FOI information management techniques, methods and systems
• the ability to stay updated on emerging access and privacy theories, principles, practices, trends, issues, and solutions to offer advice for resolving contentious and sensitive matters
• proficiency with computer technology to maintain/manage databases, track information, collect and evaluate statistics, prepare reports, and provide research support
Coordination and organizational skills
You can demonstrate:
• coordination and organizational skills to plan and manage a large caseload with a proven ability to prioritize work on several projects simultaneously and maintain compliance within legislated timelines
• proven ability to manage your priorities and workload to meet compliance with legislated requirements and deadlines
• ability to work independently and as part of a team in a confidential work setting
Communication and relationship management skills
You can demonstrate:
• oral communication and consultation skills to discuss and provide policy and procedure information and advice to all levels of staff
• written communication skills to exchange information, prepare statistics, and plan and develop program training materials
• tact and discretion when dealing with sensitive issues
• interpersonal and cooperation skills to work cooperatively and build and maintain effective working relationships with staff and management and facilitate timely and appropriate responses to requests and resolution of issues
