The Office of the Fire Marshal (OFM) is seeking a forward-thinking Business Analyst to join a multidisciplinary team advancing Ontario's province-wide Simultaneous Notification Solution. Working alongside project managers, business leads, technology specialists, and subject matter experts, and collaborating closely with municipal and provincial partners, you will help transform how critical emergency response information is shared when every second counts.
As a key member of the project team supporting this high-profile provincial initiative, you will bridge business needs and technology solutions, lead stakeholder engagement, build consensus among diverse partners, and support the successful implementation of innovative technology-enabled solutions. Your work will contribute to improved emergency response and enhanced public safety for communities across Ontario.

About the job
As a Business Analyst, you will lead the analysis, evaluation, and improvement of business processes, systems, and service delivery practices that support public safety and emergency response modernization initiatives. Working closely with municipal and provincial stakeholders, project teams, and technology partners, you will provide business expertise that supports operational excellence and the successful implementation of new processes and technology solutions.
In this role, you will:
• lead the analysis, evaluation, and design of business processes to support current and future service delivery needs.
• gather, validate, and manage business and system requirements for business improvement and technology initiatives.
• provide business analysis, project management, and change management expertise to support modernization initiatives.
• support stakeholder engagement and onboarding for the Simultaneous Notification Solution (SNS), including the development of standards, best practices, and onboarding documentation.

Business analysis and process improvement
You have:
• experience analyzing, mapping, and improving business processes within complex environments.
• ability to conduct research, assess business needs, and develop recommendations that support operational excellence.
• skills in business case development, preparing presentations,and translating business needs into practical solutions.
• analytical and problem-solving skills with a focus on process optimization and continuous improvement.
Project delivery and change management
You have:
• experience supporting complex projects and managing multiple priorities in a fast-paced environment.
• knowledge of project management and change management principles to support successful implementation of new processes and systems.
• ability to identify risks, manage change impacts, and minimize disruption to business operations.
• proven ability to coordinate activities across diverse stakeholder groups.
Stakeholder engagement and communication
You have:
• excellent communication, facilitation, and relationship-building skills with the ability to influence and build consensus.
• experience presenting recommendations and providing advice to senior leaders and stakeholders.
• ability to develop and deliver training and knowledge-sharing activities that support successful adoption of new solutions.
• knowledge of public safety operations and relevant privacy, security, and accessibility requirements and ability to learn about computer-aided dispatch (CAD) systems, dispatch communications, and Public Safety Answering Points (PSAPs).
Systems, testing and digital solutions
You have:
• knowledge of business and system requirements management and system development lifecycles.
• experience planning and executing testing activities, including user acceptance, functional, integration, and accessibility testing.
• understanding of information management systems, business applications, and technology-enabled service delivery.
• proficiency with business and project management tools used for analysis, reporting, and presentations.
