About Us

The Emergency Health I+IT Solutions & Technology Management Branch (EHSTMB) provides technologies to support 911 ambulance communications and emergency health regulatory and oversight including applications and data needs by developing and supporting real-time data dashboards, Integration platforms, Reporting solutions and Mobile Applications.

Our large and mission critical operations supporting 9-1-1 ambulance communication results in close collaboration with ambulance dispatch operational managers, paramedic services, ORNGE, other first responders and hospital emergency departments to ensure communication technologies are running smoothly and are well integrated to support policies and programs under the Ontario Ambulance Act. EHSTMB plans for and implements new, best-in-class technologies that prioritize 9-1-1 calls and help dispatchers and first responders assure the right resources are assigned to the right place, with the right information, at the right time.

We are seeking a Mobile Developer to design, build, and support iOS and Android mobile applications. The role involves direct engagement in the deployment and ongoing support of both cloud-based and on-premise solutions. This involves hands-on cloud engineering work to ensure systems are correctly installed, configured, and optimized for performance. Develop and support data services that provide real-time insights and facilitate mobile application functionality. This requires a strong understanding of data processing, visualization technologies, and mobile platform integration. Create, deploy, and maintain solutions for reporting, ensuring that data is accurately captured, processed, and presented in a user-friendly manner.

• Provide senior technical consulting expertise in designing, developing and implementing advanced interactive iOS and Android mobile applications utilizing cross-platform development technologies such as Flutter, Ionic Framework, and similar mobile development frameworks.
• Provide technical leadership in the planning, design, development and optimization of mobile and cloud-based application solutions and services.
• Lead and coordinate technical activities related to software development projects, identifying opportunities for improvement and recommending solutions to support business objectives.
• Collaborate with business partners, developers, QA resources, infrastructure teams, vendors and stakeholders to deliver secure, reliable and user-focused technology solutions.
• Evaluate emerging technologies, development practices and application architectures to support strategic technology decisions and future enhancements.
Note: Occasional travel may be required throughout the province to provide technical support to stakeholders.

What you bring to the team


Technical Skills and Experience

You have:
• Demonstrated experience developing cross-platform mobile applications using technologies such as Flutter, Ionic Framework, Cordova or similar modern mobile development frameworks.
• Experience working with mobile operating systems and platforms, including iOS and Android.
• Experience designing, developing and consuming APIs and integrating applications with internal and external systems using tools such as Swagger, OpenAPI, Postman, Apigee or similar API management technologies.
• Experience developing and supporting cloud-based application services and solutions, including platforms such as Microsoft Azure.
• Experience supporting mobile application deployment and release processes for enterprise and public-facing applications.
• Strong understanding of user interface (UI) and user experience (UX) design principles and their application in mobile and web environments.
• Demonstrated experience with object-oriented programming, modern application design principles and scalable architecture patterns.
• Experience using technologies such as HTML5, JavaScript, Bootstrap, XML, XSLT and related web development tools.
• Understanding of security concepts including authentication, authorization, encryption, PKI, SSL/TLS and industry-standard security protocols such as OAuth, JWT, SAML and OpenID.
• Knowledge of CI/CD pipelines, DevOps practices and version control systems such as Git.
• Experience throughout the Software Development Life Cycle (SDLC), including testing, implementation and support activities.
• Experience translating business requirements into technical solutions and identifying and resolving complex technical issues.

Project Leadership Skills

You have:
• Experience leading technical work on complex IT projects and coordinating project activities involving internal teams, vendors and stakeholders.
• Experience managing competing priorities and contributing to multiple concurrent initiatives.

Analytical and Problem-Solving Skills

You can:
• Analyze business and technical requirements, identify technical issues and develop practical recommendations and solutions.
• Develop technical design options and recommend approaches that ensure application quality, performance, security and sustainability.

Communication and Interpersonal Skills

You can:
• Explain technical concepts and solutions to both technical and non-technical audiences.
• Build effective relationships with stakeholders, clients, vendors and project teams.
• Work collaboratively in a team environment and effectively communicate project status, risks and next steps.
