About the job
As a Program Analyst Advisor, you will play a key role in the administration and application of the Freedom of Information and Protection of Privacy Act (FIPPA). You will analyze and coordinate information requests, interpret legislation and exemptions, prepare access decisions, and provide advice to a broad range of stakeholders. Working within legislated timelines, you will support appeals, contribute to issue management, deliver training, and help ensure consistent and compliant information disclosure practices.
In this role, you will:
• coordinate and manage FIPPA requests, including researching records, consulting with stakeholders, interpreting exemptions, and preparing responses and access decisions.
• provide advice and guidance to program staff, management, requestors, and external stakeholders on FIPPA requirements, processes, and disclosure matters.
• support appeals by conducting research, liaising with the Information and Privacy Commissioner, and assisting with mediation activities.
• investigate and respond to inquiries, prepare briefing materials, and assist in identifying and managing FIPPA-related issues.
• develop and deliver FIPPA training, awareness sessions, and presentations tailored to program and business needs.
• maintain records and databases, prepare reports, and contribute to policy, procedure, and special project initiatives with FIPPA implications.
What you bring to the team
Mandatory requirements for the bilingual position only
• You must possess oral and written French language skills at the superior level. Your proficiency level will be confirmed before hire.
Freedom of Information and privacy experience
You have:
• knowledge of the Freedom of Information and Protection of Privacy Act (FIPPA), related regulations, guidelines, policies, and IPC orders.
• ability to interpret and apply mandatory and discretionary exemptions and make access recommendations and decisions on low-risk requests.
• understanding of privacy, disclosure, and records management principles.
• knowledge of current and emerging access, privacy, and legislative issues relevant to public sector programs.
Analysis and decision-making
You have:
• ability to assess, investigate, and analyze requests, records, and disclosure considerations.
• skills in evaluating fees, time extensions, third-party interests, and legislative requirements.
• ability to identify issues, determine appropriate courses of action, and develop practical solutions.
• experience applying legislation, policies, and procedures to diverse and complex situations.
Communication, consultation and training
You have:
• excellent verbal and written communication skills to prepare correspondence, briefing materials, and access decisions.
• ability to provide clear advice and guidance to staff, management, and external stakeholders.
• presentation and facilitation skills to develop and deliver training and awareness programs.
• skills in consulting with stakeholders and explaining legislative requirements in a professional and accessible manner.
Relationship management and organization
You have:
• interpersonal and relationship-building skills to work effectively with program areas, management, legal advisors, external parties, and oversight bodies.
• negotiation and influencing skills to support issue resolution, appeals, and stakeholder consultations.
• ability to manage a high-volume workload, balance competing priorities, and meet legislated timelines.
• proficiency with databases, records management systems, reporting tools, and computer applications used to support program delivery.
