The Alcohol and Gaming Commission of Ontario (AGCO) is seeking a strategic and forward-thinking leader to join the Information & Information Technology (I+IT) Division as the Senior Manager, Office of the CIO. Reporting to the Director, Office of the CIO & Digital Transformation, this role is responsible for leading the Office of the CIO (OCIO) function, providing leadership in strategic planning, portfolio management, governance, executive enablement, organizational performance, workforce planning, financial stewardship, and stakeholder engagement.
As a trusted advisor to the CIO and strategic partner to the I+IT leadership team, the Senior Manager will support strategic priority setting, investment planning, governance, performance management, and executive decision-making across the division. The role plays a critical part in enabling executive decision-making, communicating business value, and evolving how I+IT plans, governs, and demonstrates impact across the organization.
About the Office of the CIOThe Office of the CIO serves as the strategic and governance centre of the I+IT division. The team provides stewardship of the I+IT strategy and operating model, manages portfolio planning and investment alignment, enables executive and leadership decision-making, oversees performance and financial management, and drives continuous improvement in governance and organizational effectiveness. The OCIO works across the division and enterprise to ensure that investments, workforce capacity, priorities, and delivery commitments remain aligned to strategic outcomes while fostering transparency, accountability, and measurable business value.

What you will do:· Lead annual I+IT strategic planning, priority setting, and investment alignment activities.
· Provide stewardship of the I+IT strategy, governance frameworks, and supporting roadmaps.
· Lead strategic portfolio management activities, ensuring alignment between organizational priorities, funding, workforce capacity, and delivery commitments.
· Support the development and continuous evolution of I+IT's operating model, service portfolio framework, governance practices, and performance management capabilities, ensuring alignment between business priorities, operating capabilities, investments, workforce capacity, and technology outcomes.
· Establish and maintain portfolio performance, value realization, financial management, workforce planning, and executive reporting capabilities.
· Facilitate divisional governance forums, decision-rights frameworks, prioritization processes, and executive escalation pathways.
· Serve as a strategic advisor to the CIO and I+IT leadership team providing analysis, recommendations, and executive support on emerging priorities, organizational risks, investment decisions, and divisional performance..
· Oversee development of executive materials, Board updates, performance dashboards, divisional plans, and strategic communications.
· Lead workforce capacity planning, organizational effectiveness and performance measurement activities across the division.
· Oversee strategic vendor, contract, and partnership governance activities to optimize value, performance, and risk management.
· Foster strong partnerships with business leaders, executive stakeholders, and external partners to ensure alignment with AGCO strategic objectives.
· Lead, coach, mentor, and develop a high-performing team while fostering an inclusive, collaborative, and innovative culture.
What you bring to the team
You have:
· Post-secondary education in Business, Information Technology, Public Administration, Engineering, or a related discipline.
· 7-10 years of progressively responsible leadership experience in strategic planning, portfolio management, governance, business transformation, IT management, or related fields.
· Proven experience developing and executing organizational strategies, governance frameworks, and annual planning processes.
· Demonstrated expertise in portfolio management, investment planning, organizational performance measurement, and executive reporting.
· Strong financial management capabilities, including budgeting, forecasting, business case development, benefits realization, and value measurement.
· Experience leading workforce planning, organizational effectiveness, or resource optimization initiatives.
· Exceptional stakeholder management, consulting, facilitation, and influencing skills, with experience advising senior executives.
· Demonstrated ability to develop executive presentations, dashboards, briefing materials, and strategic communications.
· Proven people leadership experience, including coaching, mentoring, performance management, and team development.
· Knowledge of public sector governance, accountability frameworks, and strategic decision-making processes is considered an asset.
· Experience with data-driven decision making, performance analytics, and portfolio management practices.
· Eligibility to work in Canada and the ability to successfully complete a criminal background check.
Nice to have:· Professional certifications such as PMP, Lean Six Sigma, Agile, Prosci, TOGAF, Certified Business Architect, or related credentials are considered assets.
