The Legal Services Branch of the Treasury Board Secretariat seeks an intermediate counsel to work with members of our Finance and I & IT Group on a variety of files related to corporate/commercial law, procurement, and privacy law. Further this role would involve providing legal support to the Ministry of Francophone Affairs and the Ministry of Emergency Preparedness and Response.
About the job
You will:
•Provide strategic legal advice in the areas of corporate/commercial, procurement, and privacy law
•Provide advice related to the planning, expenditure management and controllership functions of Treasury Board Secretariat
•Provide legal support to the Ministry of Francophone Affairs and the Ministry of Emergency Preparedness and Response
•Advise on the development of policy, legislation and regulations, including liaising with Office of Legislative Counsel
•Support client policy and program development
•Draft and review orders in council
•Provide written and oral legal opinions in complex areas of law often on an urgent basis with short turnaround times
•Provide litigation support, including liaising with Crown Law Office Civil and the Constitutional Law Branch in high profile litigation
•Work closely with counsel within the branch and across government on various matters including those related to privacy and the Financial Administration Act
What you bring to the team
Mandatory requirements
• Membership in good standing as a lawyer with the Law Society of Ontario
Knowledge and Skills
•Knowledge of the Financial Administration Act, French Languages Services Act, Emergency Management and Civil Protection Act, and Freedom of Information and Protection of Privacy Act
•Demonstrated experience in providing written and oral legal advice and opinions on an urgent basis
•Knowledge of legislative and policy development and implementation processes
•Knowledge of privacy, funding, transfer payments and procurement
•Demonstrated oral and written communications skills
•The ability to provide innovative solutions to complex problems
•Demonstrated experience in negotiating and drafting a variety of legal instruments including contracts, orders in council, memoranda of agreements, data sharing agreements, and other similar documents
•Professional judgment, political acuity, analytical, problem solving, negotiation, conflict resolution and communication skills
•Proven ability to produce high-quality work under tight deadlines with changing and competing demands
•An enthusiasm to actively promote branch collegiality and a culture that values everyone's contributions, and
•The ability to promote a collaborative, diverse, inclusive and respectful workplace
