The Ministry of Infrastructure is seeking a highly skilled Senior Economist interested in developing leading edge infrastructure policy and implementing the province's infrastructure investment plan.
The ministry is responsible for infrastructure planning, policy analysis and the government capital budget.
About the job
• provide expert, strategic, and authoritative advice to Senior Management and staff on infrastructure strategy, policy and planning initiatives
• manage research projects and analysis to assess impacts of initiatives and the development of strategies and provincial public policies
• manage analysis of capital investment needs, including modeling and forecasting to support the annual capital planning process
• develop partnerships and consult with stakeholders on a range of inter-jurisdictional projects and initiatives
• prepare and present specialized briefings and presentations on policy options and recommendations to Ministry senior executives
• support strategic financial planning by developing input for the annual provincial budget
What you bring to the team
Infrastructure and Technical Knowledge:
• you have knowledge of economics and statistics, public administration (or related discipline) as well as microeconomic theory, public finance economics, business administration (or a related discipline) to analyze and develop policy recommendations
• you have knowledge of infrastructure sectors to recognize emerging issues
• you can acquire knowledge of the Ministry's priorities, challenges, decision-making structures and policy development processes to provide strategic advice and options
• you have knowledge of program and evaluation processes as well as regulatory and legislative frameworks
Knowledge of Capital and Financial Planning:
• you have knowledge of the capital planning and allocation processes to lead the conduct of capital needs assessment, modeling and forecasting
• you have knowledge of the budget, financial management and procurement processes to provide strategic financial planning
Stakeholder Management and Communication Skills:
• you can develop and maintain networks of credible contacts and build and maintain positive and trusting working relationships with stakeholders
• you have presentation, consultation and negotiation skills to present options and advice to senior management on the capital planning, budgeting and allocation process
• you have written communication skills to prepare a variety of complex materials such as reports and briefings
Project Management and Analytical Skills:
• you have demonstrated project management skills to lead research projects
• you have analytical skills to develop sound policy and financial advice for senior executives affecting program initiatives, economic and environmental trends and work of other jurisdictions
Computer Proficiency:
• you have knowledge of systems, software and network-based programs to prepare various reports, presentations, correspondence, briefing materials
• you have computer-based quantitative skills to undertake and interpret policy and data analysis

- As a result of the recently agreed to AMAPCEO collective agreement, a new job evaluation system will be implemented on October 1, 2013. In the new job evaluation system, the classification level of this position is Level 7 with a salary range of $75,000.00 - $105,740.00
