About the job

The Benefits Policy Unit is looking for an experienced senior team member to:
• lead research and assess economic and distributional effects of policy changes to Ontario's benefit programs, especially their interactions with tax system and other benefit programs
• present research, analysis and policy options to senior management and the Minister of Finance
• advance strategic social policy goals through research and analysis on trends, opportunities and options for policy and program development
• evaluate proposed change strategies including funding, delivery options and fiscal implications
• develop innovative, long-term solutions and mechanisms where few precedents exist
• determine project priorities, co-ordinate projects with other ministries and agencies

What you bring to the team


Research and Analytical Skills:

• You have an advanced ability to use statistical techniques to analyze benefit program impacts
• You have proven ability to research, assess material, conduct quality assurance reviews and propose changes after analyzing data
• You know computer software applications to assist in the design and development of technical computer models to test the impact of policy options
• You are able to lead the analysis and communicate policy impacts of policy options

Technical Expertise:

• You have knowledge or experience in economics, public policy, accounting or related discipline
• You are able to identify and understand the key facts of an issue relevant to decision-making and the linkage between tax benefits and the government's broader policy agenda
• You know provincial benefits programs, government structure and policy approval processes
• You have advanced knowledge of the personal income tax system

Communication Skills:

• You can provide advice and support to senior management in the form of oral and written briefings
• You have proven experience preparing draft policy and budget papers and working with others on policy submissions
• You have demonstrated judgement when making recommendations

Interpersonal, Teamwork, Leadership and Project Management Skills:

• You have proven interpersonal, teamwork and leadership skills
• You have experience providing leadership to junior staff, monitoring work and leading various projects
• You have experience in project management, including preparing project deliverables, meeting deadlines and ensuring goals are met
